  3. 1997 – Reform process starts • Legal & regulatory framework reform • Decentralization of financial and administrative responsibilities to County level • Increasing the role of the civil society • Downsizing institutions • Changing the environment to “family type” • Developing alternative services (kinship care, foster care, small group homes) • Developing prevention (counseling & support, day care, MBU, etc.)

  12. 2004 – Law 272 PLACEMENT OF CHILDREN UNDER THE AGE OF 2 IN ANY TYPE OF RESIDENTIAL CARE IS BANNED!!
