MCAST Mission Maritime Civil Affairs and Security Training Command: • Mans, trains, equips and deploys Maritime Civil Affairs and Security Force Assistance teams to support international maritime security and stability • Prepares regionally aligned planners, teams, specialists, and trainers to support Navy Component and Joint Task Force Commanders’ security cooperation plans. 2

MCAST Supports U.S. National Objectives • As a ‘soft power’ enabler, MCAST supports strategic guidance and direction of Naval Operations Concept 2010 • A Cooperative Strategy for the • 21st Century Seapower challenges • Sea Services to evolve an expanded • range of integrated capabilities to • achieve national strategic objectives • MCAST directly supports two of the six core capabilities of the U.S. Maritime Strategy: • Maritime Security • Humanitarian Assistance and Disaster Response OPERATION UNITED RESPONSE, MCAT 207, Haiti Disaster Relief (Jan 2010) 3

  4. Challenges of the Maritime Environment The majority of the worlds’ population lives within a few hundred miles of the oceans. Ninety percent of the world’s trade and two-thirds of its petroleum are transported by sea. 4
