General Officer Overview • Limited by Law & Policy Policy: Support 136 BG/MG positions Law: 115 GOs (BG or MG) Active Duty : 3 (CAR, USARC DCG, DCAR) Nominative Chairman’s Reserve Program • OCO is Operationalizing GO Management ~40 GOs currently serving on active duty greater than 179 days (Army Staff, JFCOM, Joint Staff, OSD, CENTCOM, Kuwait, Iraq, Afghanistan, Horn of Africa, NATO, Pakistan, Germany, AAFES, 1st Army, Joint Forces Staff College)

Leave them alone, they do no harm… Second, there are the hard-working intelligent ones. They make excellent staff officers, ensuring that every detail is properly considered. Third, there are the hard-working, stupid ones. These people are a menace and must be fired at once. They create irrelevant work for everybody. Finally, there are the intelligent lazy ones. They are suited for the highest office.”

Marshall on Generalship… Qualities of a general officer: “… the most important factor of all is character, which involves integrity, unselfish and devoted purpose, a sturdiness of bearing when everything goes wrong are all critical, and a willingness to sacrifice self in the interest of the common good.” Advice: “Now that you are entering into a new status, accept my caution to organize for the long pull and do not permit yourself to be upset by irritations, misunderstandings, disappointments, and so forth… These are normal to an Army career in time of war… one must keep his head well above water and cultivate a certain philosophy along with a tenacity of purpose.” To which I would add: - Remember who you are… - Detachment - Cultivate good talent…

Army Reserve GO Joint Experience • 75 Army Reserve General Officers have joint experience • General Officers submit joint experience packets to periodic “Joint Credit Review Panels” • Majority awarded joint experience points, including credit for General Officer level experiences • 4 AR General Officers have “certified” points & meet requirements for Level III Joint Qualification (award of 3L ASI pending by GO/FO) • 24 CAPSTONE Graduates

Joint Qualification Transition • RC GO/FO will be able to attain Level IV without Level III until FY 2015 • RC members will be able to request retroactive credit until FY 2013 • Statutory Promotion Boards recommended to meet Sect. 662 targets through policy starting NLT 30 SEP 2015 • CNGR recommendation: RC promotion to GO/FO require Level III Joint Qualification by 2018

Assigning General Officers • GOAAB is a tool to advise senior Army leadership regarding assigning Army Reserve generals • The CAR can laterally assign - allows ability to fill gaps in AR structure by considering / selecting best candidates • Current process provides increased flexibility / adaptability to meet emerging GO requirements and provide a developmental path specific to each officer • Deliberate development of leadership depth • Generates adaptable, broadly experienced pool of general officers capable of leading operational Reserve in all reserve, active and joint environments

Two Boards “Opting In” to Concurrent Boards • General Officer Promotion Selection Board (GOPSB): Develops a OML of “Best Qualified” officers • General Officer Assignment Advisory Board (GOAAB): Recommends Assignments for vacant positions and may recommend “Show cause for further retention” if warranted
