INC Leadership • Richard Round announced his resignation as INC Moderator for 1999 due to a recent change in his job responsibilities at GTE. • Shawn Murphy, previously INC Assistant Moderator, will assume the INC Moderator role for the rest of 1999. His term will end in December 2000. • Julie Petersen was unanimously elected as INC Assistant Moderator. She will serve until the end of 2000.

Issues In Initial Closure • 157 - PA Guidelines Changes on Utilization/Forecast Reports and PA Reclamation Responsibilities • 173 - Changes to Multiple Sections of the Block Pooling Assignment Guidelines • 174 - Change to Section 6.1.1 of the Block Pooling Assignment Guidelines Re Forecasting • 175 - Change to Section 6.1.5 of the Block Pooling Assignment Guidelines Re New entrants

  5. Issues in Initial Closure • 181 - “Modification of COCUS/Survey requirements in Thousand Block (NXX-X) Pooling Administration Guidelines” INC 99-0127-023 • The guidelines will remain unchanged. The INC decided that the current process is more efficient for all parties (SPs, PA, and NANPA). • Section 6.1.5 Paragraph 2 - The PA develops a composite forecast to determine when resource will be needed for a pooled area. The composite forecast will be submitted to the CO Code Administrators for use by the NANPA in COCUS.

INC Highlights • NPA Workshop--Issue 193 Placed in Initial Closure (Prohibition on Splitting Rate Center(s) During NPA Relief) • Audit Workshop Established--Issue 194 • Co-chaired by: Jo Gallagher and Julie Petersen • NANPE Workshop-- The INC will report to the NANC the status of the NANP Expansion deliberations and any conclusions and options that are arrived at as of the end of year 1999.

  7. Meeting Schedules and Logistics • August 2nd - 3rd Interim NANP Expansion Workshop (Wash. DC) • August 4th - 5th Interim CO/NXX Workshop (Wash. DC) • August 30th Conference call to close Issue # 193 - Prohibition on Splitting Rate Center(s) during NPA relief • September 14th (INC 45, in Portland,ORE) • November 8th (INC 46, in Key West, FLA)

Recommendation for Reseller/Type 1 Reporting Structure • The code/block holders to whom the numbering resources are assigned shall be responsible to report the name and contact information to the NANPA of any reseller/type 1 carriers who have obtained numbering resources from them. The resellers/type 1 carriers shall then be responsible to report their utilization and forecast data to the NANPA directly.

Recommendation for Reseller/Type 1 Carrier Reporting Structure (continued) • This approach has a greater potential for success in obtaining the desired information. • Establish a minimum threshold regarding the quantity of resources for reporting purposes by resellers/type 1 carriers. • FCC authority might be required to release name and contact information of reseller. • NANPA system changes associated with reporting granularity below the NXX level. • Those type 1 carriers/resellers that do not have full NXX assigned to them may be required to interface with the NANPA.
