The ATPMC: ASEAN-wide role • Facilitates effective functioning of the MRA • Creates awareness of (promotes) the MRA, the ACCSTP and the CATC materials • Facilitates transition and development period • Supervises the list of training institutions • Promotes good practice to enhance the MRA • Facilitates a routine reporting (response) function to keep the Task Force informed
Membership of ATPMC The Committee should comprise: • 1 official representative designated by each member country (10 - even if some MCs are not yet active) • 1 member of NTOs • 1 member of NTPB • 1 member of TPCB • Co-opted members • 1 ASEAN Secretariat representative

The NTPB: National Tourism Professionals Board (Agency) According the ASEAN Framework Agreement on MRAs: “a designating body means a body appointed by a Member State to a sectoral MRA with responsibility to identify and monitor training institutions(conformity assessment bodies) in accordance with procedures and criteria set out in the sectoral MRA” • Plays a key role in providing quality assurance (QA-QC)
Functions of the NTPB (1) • Manages the MRA operation at the national level • Raises awareness about the MRA in the MC • Promotes and updates the ACCSTP • Disseminates materials and encourages information and best practice exchange • Determine a process for registration of training institutions according to the ASEAN MRA Framework Agreement • Determine and verify the technical competence of training institutions to deliver qualified tourism professionals
Functions of the NTPB (2) • Designates compliant VET institutions and submits application to ATPMC for approval • Maintains and monitors the government’s list of accredited VET institutions • Where necessary suspends or removes VET training institutions from the national list • Determines dispute mechanisms • At the national level, provides authority and direction for the operation of the ATPRS • Reports regularly to the ATPMC
Composition of the NTPB • Should be determined by the National Tourism Organization (NTO) in each Member Country • The CBAMT recommends that the NTPB be formed initially from members of the TRGs plus others co-opted / appointed by the NTO
Authority for the NTPB The authority for the NTPB to operate will be provided by the Member Country’s government According to the ASEAN Framework Agreement they‘shall ensure that the designating bodies have the power and competence in their respective territories to carry out decisions required of them under the ASEAN MRA Framework Agreement’

The ATPRS ASEAN Tourism Professionals Registration System (ATPRS): • Provides a central focusfor MRA mechanism • It acts as the “cross-roads intersection” • Operates as a web-based registration database for qualified tourism personnel • Provides ASEAN NTOs with a centralized system for registration and recognition of regional qualifications – a big step forward
Operation of the ATPRS (1) • Local operation is approved by the NTPB • Routine operations are managed by the Tourism Professionals Certification Board (TPCB) • Runs in real time – is reliable • Accessible by qualified professionals and industry users – both interest-groups are “beneficiaries” • Industry users would pay a registration fee • Data held on applicants is secure and protected
Operation of the ATPRS (2) • A tourism professional will apply to be registered on the database in Country A • Their qualification will be checked for equivalence in Country A and they will be registered on the database • Industry employers in Country B, or C, or D.… will access the database to search for suitably qualified employees to fill their vacancies
Applying for registrationthrough the ATPRS Recommended procedure in brief:- • When an applicant applies to be registered on the ATPRS database, their qualifications will be automatically checked and validated using cross-referencing software • The check will allow them to be placed on the database as a qualified professional in a particular job or function • If a dispute happens, the national TPCB will have authority to make an assessment on the individual’s qualification • If their qualification is inadequate they will not be registered on the database and arecommendation made as to remedial action for the individual

The Tourism Professionals Certification Board (TPCB) • Each Member Country will require the services of a Tourism Professionals Certification Board • The TPCB will apply National Competency Standards (reflecting the ACCSTP standards) • The TPCB will assess and certify tourism professionals with an accredited qualification
Composition of the TPCB The TPCB membership should represent each of the following sectors of government:- • Ministry of Education & Training – the VET sector • Ministry of Tourism & related tourism agencies • Ministry of Labor and/or Manpower Planning • Tourism industry – Professional Associations • Co-opted members –eg: specialists in CBT and experienced industry experts
Functions of the TPCB • The primary function is to Assess, Certify and then Register all tourism professionals (applicants) • The TPCB would manage and maintain the day-to-day operation of the ATPRS – a key function • Provide information to other ASEAN TPCBs • Receive and manage data entries on the ATPRS • Oversee ethical, equitable and fair operation • Apply agreed procedures to dispute resolution
To operate the TPCB Considerations for the NTOs… • What kind of government agency is required - do you already have one? • Where should it be situated/established? • Who should be responsible to manage it? • How should it manage local registration? • How should it be funded?
Transition period – 2008-2015 The way forward to implement the MRA on Tourism is based on three phases: • 2008-2010: Capacity development • 2010-2013: Launch of the MRA…… Many options where the “ASEAN – X” formula might be applied and be beneficial in field trials • 2013-2015: Gradual uptake and participation in the MRA on Tourism by all MCs
Starts with a Commitment in principle in 2008 (asap) to the ASEAN MRA on Tourism Will provide some immediate benefits:- • ASEAN MCs cooperate on a common goal • Supports KPIs for economic integration • Enables the ATFTMD to provide leadership • Helps individual MCs to define their national or domestic priorities (eg: TPCB and NTPB)
1st. Phase: 2008-2010Capacity Development At the regional level: • Authorize and establish the ATPMC • Design and prepare (build) the ATPRS device - Prepare and incorporate the AQEM device At the national level: (self-paced activity) • Review and prepare to establish the NTPB • Review and prepare to establish the TPCB NB: In some MCs, these two bodies may exist already
2nd. Phase: 2010 - 2013Launch of MRA – Field Trial Period “ASEAN–X” formula may apply (good strategy) • ATPMC begins to function using the TORs provided by the MRA Operational Review Cycle (See handout for the performance considerations) • Some NTPB and TPCB bodies begin operations • The ATPRS (website) begins operation as the central facility – (NB: ready by the end of 2010) • Field trials begin – observations / adjustments • The ATPMC begins to monitor and report
3rd. Phase: 2013 - 2015Consolidation – Uptake of MRA • Period of growing participation by less developed MCs – self-paced engagement • Lessons from Field Trials can be evaluated • Application of ASEAN-X formula is reduced • Less developed MCs have time to prepare and come on board without undue pressure • Monitoring and evaluation by ATPMC is fully established and beneficial to ASEAN goals for economic integration of Tourism sectors
