Statistical staff of NIS has increased from 40 staff in 1992 to 314 staff in 2011 Statistical staff of provincial planning offices (MOP) decreased from 450 staff to 315 staff during the same period In 2011, statistical staff of line ministries and institutions approximately 367 staff In 2011, a total of 996 people engaged in official statistical production. Components of the NSS

  3. Legislative framework We have good and complete statistical legislation: Statistics Law enacted in May 2005 Sub-decree on Organization and Functioning of NSS in force since 26-01-2007 Sub-decree on Designated Official Statistics in force 19-07-2010

  4. Current Status of NIS (1) • NIS is the official national institution and is the Directorate General within MOP( Art. 17 of Stat. Law) • NIS is responsible: • Conducting censuses (Population, Agriculture, Economic) • Conducting surveys to collect basic statistics (CSES, DHS, demographic surveys, etc.) • Utilizing administrative data sources • Compiling national accounts and prices indices

Current Status of NIS (2) NIS is responsible: • Coordination in activities of statistical development, including training, with line ministries and institutions • Making official statistical policies in establishing an integrated NSS • Cooperative arrangements in statistical activities with international organizations and other national statistical offices

SMP 2008-2015: Long-term, prioritized plan for the development of Cambodia’s NSS • Comprehensive framework for the development of official statistics • Covered statistical activities of NIS, MOP and statistics units in line ministries and NBC for the period 2008-2015 • Entirely consistent National Strategic Development Plan Update 2009-2013 (NSDP) is the 4th five years plan after the 3rd NSDP 2006-2010 and Cambodia Millennium Development Goals Update

MTR of SMP 2008-2015 SMP provides data requirements to measure NSDP development indicators MTR of SMP 2008-2015 has beenpublished 2nd half of November 2012 Updated and Indicative Timetable for censuses and household surveys 2008-2015 Establishing relative priorities for various statistics and related surveys/source data in consultation with major data users and producers

Population census conducted in March 2008 (UNFPA, Govt of Japan, JICA, Germany, RGC) Establishment census conducted in March 2011(Govt of Japan, JICA and RGC) The 2013 Census of Agriculture (USAID, Sida, AusAID, FAO and RGC) CSES annual & every 5 years and CDHS every 5 years (Sida). Censuses and HouseholdSurveys in the MTR SMP 2008-2015:

Statistical work programme: vision forthe future (1) Integration of NSDP, ASEAN Framework and MDG and work to strengthen quality in statistics by implementing the ACSS Code of Practice Now most of the indicators in the NSDP are produced and there will be increase demands for official statistics in overarching framework like ASEAN, ASI, ACPMS Framework and so on

  10. Statistical work programme: vision forthe future (2) For the future, integrated work for the use of combined administrative data sources and survey data Use of classification standards and standardized working procedures High priority for demands from ASEAN Framework

Developing an indicator system New list of 136 indicators for monitoring and evaluating NSDP including CMDG Of the total: - 63 core monitoring indicators 73 additional indicators Integrated national development indicators (NSDP/MDG) and regional indicator (ASEAN) frameworks, totally 273 indicators CAMInfo is the indicator database system - Updated with data for 609 indicators

Mechanism for implementing and updating the plan Basic document in preparation and planning in order to meet users needs of official statistics Discussion on funding with RGC and donors Involved producers, users and donors as well as Statistics Advisory Council (SAC) and Statistics Coordination Committee (SCC)

Monitoring and evaluation Changed demands for statistics in consideration that the ASEAN Framework will have a larger impact on the NSS in the near future The reviewed SMP now embraces those indicators as a part of the plan The SMP is in the future recommended to be an integrated part of the NSDP, the MPSP and the Annual Report for the NSS

CONCLUSIONS The 2012 MTR of SMP 2008-2015 is timely to ensure Regional content in the SMP The use of statistics is increasing due to changing users needs especially to meet ASEAN requirements, increased quality in and knowledge of statistics through use and well functioning systems of dissemination and communications to users.
