Designate a Disaster Housing Coordinator • Leader who understands local jurisdictional geography, facilities, characteristics • Strong relationship with partner agencies • Understand federal disaster housing programs, local housing and building codes • Strong communication and coordination skills in non disaster and disaster situations • Exclusivepost disaster assignment

  4. Discussion Question: Disaster Housing Coordinator • Identify positions within your jurisdiction who could serve as the Disaster Housing Coordinator. • Provide the advantages and disadvantages of selecting this individual as your Disaster Housing Coordinator.

  5. Identifying Community Stakeholders • Which organizations and agencies can: • Identify displaced residents • Service persons requiring special assistance • Provide housing resources • Identify residential properties, lands and/or facilities within the community • Support the disaster housing mission with additional services such as utilities, public safety, transportation

Taskforce Responsibilities • Provide technical assistance, local knowledge of community and resources • Liaison with partners organizations • Provide internal documents, resource inventories, regulatory guidance, and maps • Ensure consistency with internal documents (e. g Comprehensive Plan, Land Use Code, zoning ordinances, CEMP, etc)

  13. Executive Leadership • Executive approval by the leadership • Promote effective communication early • Encourage involvement • Demand agency accountability

Building an Effective Team • Stress criticality of community needs and long-term sustainability • Identify skills sets and delegate responsibilities when appropriate • Highlight member experience and historical knowledge • Set clear expectations, timelines, and meet them • Meet regularly pre disaster and post disaster

  15. Stakeholder Engagement Obstacles • Insufficient funds / budget • Insufficient personnel and time • Insufficient technical expertise • Unclear lines of authority and responsibility • Conflicting community goals • Denial of the threats and vulnerabilities
