Background For Motions • Japan’s Ministry of Public Management, Home Affairs, Posts and Telecommunications (MPHPT) • http://www.soumu.go.jp/english/index.html • Recent activity • Held Public Enquiry about additional Licensed spectrum in 4.9GHz band: • 5MHz or 10MHz channels in 4.900-4.950GHz • 20MHz channels centered at 4.920, 4.940, 4.960 and 4.980 GHz • And in low 5GHz (5.03-5.091GHz) band: • 5MHz or 10MHz channels in 5.030-5.060GHz • 20MHz channels centered at 5.040, 5.060 and 5.080GHz • Considering experimental operation in low 5GHz this year • Issues for 802.11: • 2.5MHz channelization authorised for 5MHz and 10MHz channels • IBSS prohibited in these bands • APs must respect 4msec rules on transmission and detecting other APs

Prior Art - 802.11d Specifications for Operation in Additional Regulatory Domains History: PAR Approved by ExCom (Jun 26, 1999) Completion of the Working Group Ballot (September 2000) IEEE SA Standards Board Approves 802.11D as a Standard (June 2001) Project scope: This supplement will define the physical layer requirements (channelization, hopping patterns, new values for current MIB attributes, and other requirements to extend the operation of 802.11 WLANs to new regulatory domains (countries). Project purpose: The current 802.11 standard defines operation in only a few regulatory domains (countries). This supplement will add the requirements and definitions necessary to allow 802.11 WLAN equipment to operate in markets not served by the current standard.

Summary • Small changes to 802.11, .11a and .11d to meet Japan’s proposed regulatory requirements for low-band 4.9-5GHz operation • PAR/5 Criterion preparation does not appear to warrant formation of a Study Group, but should developed to be submitted to the 802 exec before November 802 Plenary.

  6. The WNG Motion Move to investigate and to draft a PAR and Five Criteria to extend 802.11, 802.11a and 802.11d, as necessary, to the Japanese 4.9GHz-5GHz bands in the next ninety one days

The WNG motion: to bring the following motion to the WG Move to empower WNG to investigate and draft a PAR and Five Criteria to extend 802.11, 802.11a and 802.11d, as necessary, to the Japanese 4.9GHz-5GHz bands, and after a Working Group confirming vote in the September 802.11 interim meeting, empower the Working Group to forward them for approval at the November 2002 IEEE 802 Plenary
