Procurement Unit Kildare County Council Existing Procurement Procedure • Currently Road Resurfacing Works on Local and Regional Roads in County Kildare are procured by the Area Engineers on an individual basis via tender competition. • Road Resurfacing Works and Associated Minor Works include: • Asphaltic Concrete Overlays (incl. Bitumous Tack Coat) • Minor Road Realignment • Works on Local & Regional Roads with an AADT > 10,000 Estimated Spend in 2011: €4 m

  6. Procurement Unit Kildare County Council New Procurement Procedure 2012 • We intend to replace the current procurement system with a Multi-Party Framework Agreement. Multi-Party Framework Agreement, what is it? • It is an agreement between Kildare Local Authorities and a specified number of qualified economic operators or contractors.

Procurement Unit Kildare County Council The Framework • The Framework Agreement will be established for an initial period of 1 year (2012) with an option to extend for a further 3 years to the end of 2015. • A specified number of Contractors will be admitted on to the Framework (approximately 10 but depends on number and quality of submissions).

Procurement Unit Kildare County Council The Framework Stage One: Suitability Assessment Stage 1 will be a Suitability Assessment using a Suitability Assessment Questionnaire (SAQ). • Assessment of Tenderer’s Financial Capability and Technical Capability. • Combination of Pass/Fail criteria and Qualification criteria (i.e. weighted) • Tenders will be evaluated, scored and subsequently ranked.

Procurement Unit Kildare County Council The Framework Stage Two: Invitation to Tender • Approx. 10 – 15 of top ranked tenderers from Stage One will be invited to tender for real and/or notional jobs for entry into the Framework (Stage 2). • Tenderers will be evaluated against specific Award Criteria (Price & Quality) and will be ranked. Note: The evaluation criteria for Stage 1 to be used in the Suitability Assessment Questionnaire should not be confused with the tender award criteria for Stage 2.

Procurement Unit Kildare County Council The Framework in Operation • Up to 6 -8 No. top ranked Tenderers will then be admitted onto the Framework. • For the duration of the Framework Agreement, only those Contractors that have been admitted to the Framework, will be invited to bid on Road Resurfacing and Associated Minor Works.

Procurement Unit Kildare County Council How will work be awarded? • Works will be awarded by a Mini-Tender Competition between all of the members of the Framework (depending on the value of works). • There will be a requirement to re-submit rates on an annual basis. • The Framework will be tendered in December 2011 and will be advertised on www.etenders.gov.ie.

Procurement Unit Kildare County Council Tender Documents and Requirements • Capital Works Management Framework (CWMF). http://constructionprocurement.gov.ie/ • Developed to deliver the Government’s objectives in relation to public procurement reform. • The CWMF objectives are: 1. Cost Certainty at tender award stage 2. Better Value for Money 3. More efficient delivery of Public Work Contracts

Procurement Unit Kildare County Council Tender Documents and Requirements The CWMF consists of a suite of standard documents, including: • Best Practice Guidelines • Standard Contracts and • Generic Template Documents Kildare County Council will use these template documents for conducting this process.
