CREDENTIAL APPLICATION PACKET • TO BE RETURNED TO STUDENT SERVICES CENTER: • Credential Evaluation Application and On-line Recommendation Request • Credential Fee of $25.00 – personal check payable to CSUSM • Optional: Supplementary or Subject Matter Authorizations • may be requested after attending a workshop and • submitting worksheets. • DEADLINE: FRIDAY, APRIL 13, 2007

  7. CREDENTIAL APPLICATION PACKET Please note that if you are not seeking employment in Special Education, you would want to apply for a Certificate of Eligibility rather than the Preliminary Level I Ed. Specialist Credential

  8. CREDENTIAL APPLICATION PACKET If you apply by the deadline, you will be mailed a Credential Evaluation Update by the end of MAY. This update will advise you of any requirements needed before recommendation of your credential. DEADLINE: FRIDAY, APRIL 13, 2007

CREDENTIAL APPLICATION PROCESS 1st step • Your file is reviewed to make sure all requirements have been met. • When you qualify for a credential after grades are available in May, CSUSM recommends you for a credential via the web. We anticipate the recommendation process will be complete by the second week of June for those students who met all requirements.

CREDENTIAL APPLICATION PROCESS 2nd step • CCTC emails student they are recommended and need to apply and pay fees via web at: www.ctc.ca.gov • Student emails CCTC within 5 days of receipt of CCTC email - legal name - permanent address - other required identification information Payment by MasterCard or VISA credit/debit card is the only option for online recommendation.

  11. CREDENTIAL APPLICATION PROCESS 2nd step - continued • CCTC notifies CSUSM that all fees were paid and student will be issued a credential. • CCTC issues the document, and this document serves as your Verification • (C-19) Letter.

  12. CREDENTIAL APPLICATION PROCESS 3rd step • Credential is issued by CCTC. Credential is mailed directly to student. NOTE: It is important to notify CCTC, the College of Education and CSUSM Enrollment Services of a change of address, especially if there is a change before you receive your credential.

  13. CREDENTIAL APPLICATION PROCESS 3rd step When you receive the document, don’t forget to register your credential in the county of employment. This clears you to receive payment for service as teacher. CREDENTIAL APPLICATION PROCESS • For incomplete files at end of semester – The recommendation process will begin when all requirements have been completed and all required documentation has been submitted. • Credential Effective Date: date all requirements completed and the online process is completeStudent Services Center continues to accept applications throughout the year as credential requirements are completed.

  16. Commencement Ceremony Credential Students: You do not need to apply for graduation. Master’s students: You must apply by March 15, 2007 in Office of Enrollment Services. You should receive information from Enrollment Services in February or March.   17. Credential/Diploma • The California Commission on Teacher Credentialing issues your credential document, not CSUSM. The Governor, Commission Director and Chair sign this document. • CSUSM issues a diploma to those who complete the M.A. in Education.

Reapplying to the university • You must reapply to the university if you… • Do not file an approved leave of absence form with the university before the add/drop deadline of the semester in which you do not enroll. • Finish a degree program such as the M.A. program. www.csumentor.edu • You must reapply to the College of Education if you… • Finish one program and wish to start another such as the Level II program. www.csusm.edu/coe Click on Admissions

Special Education Credential Authorizations • Mild/Moderate and Moderate/Severe credentials authorize the provision of services to individuals in grades K through 12, including adults. • Mild/Moderate Education Specialist credential authorizes graduates to serve students who are eligible for special education assignments in the following federal disability categories: Specific Learning Disabilities, Mental Retardation, Serious Emotional Disturbance, and Other Health Impaired (e.g., Attention Deficit Disorder). • 3) Moderate/Severe credential authorizes graduates to serve students eligible for special education assignments in the additional federal disability categories of Mental Retardation, Multiple Disabilities, Autism, and Deaf-Blindness.

  20. NO CHILD LEFT BEHIND The new reauthorization of Individuals with Disabilities Education Act (IDEA) was signed by President Bush in Dec. 2004. State and federal level policy is being developed to be in compliance with No Child Left Behind.

  21. NO CHILD LEFT BEHIND It is to your advantage to qualify for Subject Matter Authorizations in English, Mathematics and Science if you plan to teach High School Special Education. Subject Matter Authorization Workshops offered: May 9, 2007 4:30 – 6:00 p.m.

  22. Master’s Tracks • For individuals with a basic teaching credential • Acceptance into Advanced Credential Program for Level I credential • For individuals without a basic teaching credential • Completion of Level I credential before acceptance into MA coursework

  23. Moderate/Severe • EDMX 634 – offered every summer • If you want to hold processing of Mild/Moderate credential: • No additional fee • If you want to process Mild/Moderate credential now: • Additional fee • Additional Credential Evaluation Request Form

REQUIRED COURSES FOR LEVEL I: for those with a basic teaching credential PREREQUISITE COURSEWORK (if equivalence not determined): • EDUC 422 Technology Tools for Teaching and Learning 3 units or 500 or EDST 630 • EDUC 501 Instruction for Students with Special Needs 3 units (or completion of SB 2042 program) Total 3 - 6 units For credentialing purposes, completion of Level II coursework is still required.

REQUIRED COURSES FOR LEVEL I (continued):for those with a basic teaching credential PROGRAM COURSEWORK • EDMX 631 Foundations in Law, Ethics & Procedures of 3 units Special Education • EDMX 627 Creating Adaptive & Responsive Environments (CARE): 3 units Curriculum, Instruction, Assessment & Evaluation • EDMX 622 Literacy for Education Specialists 3 units (prerequisite: EDMS 521) • EDMX 572 Education Specialists Advanced Student Teaching 7 units or EDMX 672 EDMX 632 Communication, Technology & Social Competence 3 units for Special Populations • EDMX 633 Community Access Through Supported Environments 3 units Positive Behavioral Supports & Functional Assessment, Curriculum and Instruction Total 22 – 28 units OPTION FOR MODERATE/SEVERE CERTIFICATION: • EDMX 634 Working with Students with Severe Disabilities: 4 units Meeting Education, Communication, Mobility, Sensory and Specialized Health Care Needs Total 22 – 32 units For credentialing purposes, completion of Level II coursework is still required.

  26. English Learner Authorization Current holders of a CLAD/BCLAD certificate or emphasis or the new SB2042 credential do not need the following two courses to add the EL Authorization to the Special Education credential: • *EDUC 641 Sociocultural Contexts of Language and Learning • *EDUC 602 School communities in a Pluralistic Society(Note: EDUC 602 is required if completing Masters Program) • *(For Level II program only) EDUC 646 or verification of completion of Induction program * If you were admitted prior to Summer 2007, these courses or equivalencies are recommended to add the English Learner Authorization to your Special Education credential. If you are admitted beginning Summer 2007, these courses are required.

Clear Preliminary Level I Level II Structure of the Special Education Credential All candidates completing Preliminary Level I preparation must begin a Level II program with 120 calendar days after employment as a specialist and complete a Clear Level II within 5 years after the date of issuance of the Level I.

REQUIRED COURSES FOR LEVEL II: • EDEX 638 Shared Leadership in Educational Excellence 3 units for All • EDEX 639 Data-Based Instruction to Improve the 3 units Learning Outcomes for students who are Difficult to Teach (On Line Course) • EDEX 651 Advanced Technology, Transition & Inclusive Education 2 units • EDEX 652 Crisis Prevention & Management 2 units • EDEX 660 Induction Plan Development 2 units • EDEX 661 Portfolio Review & Site Visitation 2 units • EDUC 646 Second Language Acquisition: Research and Practice 3 units or verification of completion of SB2042 Induction Program Total 14 - 17 units

TO CONTINUE FOR M.A. DEGREE IN EDUCATION Masters Core Courses EDUC 602 School Communities in a Pluralistic Society 3 units EDUC 622 Research Methods in Education 3 units EDUC 698 Master’s Thesis/Project Seminar 3 units Total 23 units Units of Electives (These units may be used to supplement your program of study to reach the required 30 units)EDBT E508 – BTSA Year 1EDBT E509 - BTSA Year 2 EDEX 636 Contemporary Professional Issues: Research 1-2 units and Best Practice Seminar (may be repeated up to 8 units) Option for Moderate/Severe Certification:EDMX 634 Working with Students With Severe Disabilities: 4 units Meeting Education, Communication, Mobility, Sensory and Specialized Health Care Needs Masters courses from other options with pre-approval. Contact your Faculty Advisor to develop your program of study.

  30.   32. Grading Policies: Credit/No Credit (CR/NC) is given for student teaching/intern teaching. The minimum acceptable final grade for the courses in the professional education sequence is C+ (2.5), but a B (3.0) average must be maintained.Please refer to page 196 of the Cal State San MarcosGeneral Catalog 2006-2008. Credential Grading Policy

  33. CREDENTIALING REQUIREMENTS(for students with a basic credential) • BACHELOR’S DEGREE OR HIGHER • EDUCATION 422/500 or EDST 630 • EDUCATION 501 • VALID TEACHING OR SERVICES CREDENTIAL • OFFICIAL TRANSCRIPTS from all colleges and universities attended including official transcript with degree posted – Only if the College of Education does not have them.

  34. CREDENTIALING REQUIREMENTS(for students with a single subject credential) ADDITIONAL REQUIREMENTS: • EDMS 521: ELEMENTARY LITERACY I • EDMS 543: MATHEMATICS EDUCATION IN ELEMENTARY SCHOOLS

  35. NO CHILD LEFT BEHIND It is to your advantage to qualify for Subject Matter Authorizations or a Single Subject Credential in English, Mathematics Science and Social Science if you plan to teach High School Special Education.

  36. ADDED AUTHORIZATION: SINGLE SUBJECT* To add a Single Subject Authorization, complete:1. 3 semester unit or 4 quarter unit Single Subject (Secondary) Methodology Course AND 2. a. Complete Subject Matter Competency: Take the appropriate subject matter exams Please refer to the CSET or Praxis/SSAT Exam bulletin. OR b. Complete appropriate Single Subject Waiver Program PLEASE NOTE: The CCTC requires a separate credential document fee of $57.00. To apply to take the Single Subject Methods course, go to www.csusm.edu/coe Click on Added Authorization Packet, Under Latest News.

  37. Transferring California Certification to Another State • You will need to request a list of credential requirements and the appropriate application forms from the State Department of Education in the state where you wish to obtain certification. • Information for State Departments of Education can be found at: www.ctc.ca.gov Click on: Other Sites of Interest Scroll down to: Education Organization in Other States • Student Services Center processes the forms verifying completion of California credential to another state.
