  8. What is the Florida Coalition? • A not for profit organization founded in1999 • 100% volunteer organization • A state affiliate of the National Assembly of School-Based Health Care www.fcsbhc.com

  9. Our History • School-based clinics in Florida date back to the Lawton Chiles administration with some targeted state funding (Gadsden County) • John T. Macdonald foundation support for the University of Miami clinic • The Macdonald foundation continues to support us as our fiscal agent www.fcsbhc.com

  10. Rejuvenation • In 2008-09 we assisted NASBHC as the host committee for the 2009 National Convention in Fort Lauderdale • Core of dedicated group who remain committed to the coalition www.fcsbhc.com

  12. Vision “To increase the capacity for school-based and school linked clinics to provide a safety for children and adolescents by improving access to comprehensive care, resulting in improved health care quality and learning for the children and adolescents of Florida.” www.fcsbhc.com

  13. Mission The mission of the Florida Coalition for School-Based Health Care is to serve as a unified voice for advocacy and to promote access to quality physical, behavioral, and dental health services that meet the unique needs of Florida’s children, youth and families. www.fcsbhc.com

Activities 2008-2013 • Assisted NASBHC as the host committee for the 2009 National Convention in Fort Lauderdale . • Assisted NASBHC in collection of data for National Census • Participated in State Executive Directors trainings • Established a formal affiliation agreement with NASBHC in 2010 • Ongoing federal advocacy with NASBHC www.fcsbhc.com

  16. Lessons Learned • There are many different models in Florida • School nurse model • Advanced care through family planning • Full primary care • Primary care with behavioral health • FQHC satellite • Primary care, behavioral health and oral health www.fcsbhc.com

  17. Successes • Authorization for school-based health clinics • HRSA Capital grant funding • Florida received about $8 million through this initiative www.fcsbhc.com

  18. Our definition • Main support for Primary Care model as defined by Social Security administration • Goal to move all SBHCs towards primary care model • SBHCs as a medical home for children and adolescents www.fcsbhc.com

  19. Florida Landscape • 67 counties and 67 school districts • School health must be provided but there is great variability in delivery • Not state funding for operations • Low utilization of SCHIP funding (KidCare) • Push for managed care Medicaid www.fcsbhc.com

  20. Opportunities • Florida AHCA requirement that insurance companies include school health and school-based health clinics in their panels. • Not specific as to how • Insurance companies are interested in learning more • Opportunity for billing and sustainability www.fcsbhc.com

  21. Moving Forward • Our goal is to provide a unified voice for SBHCs in Florida • State meeting at NASBHC in Washington DC on Monday, June 24th • Advocacy day with NASBHC on June 25th • State summit in the fall of 2013 • Education and technical assistance for SBHCs www.fcsbhc.com
