  2. Major areas of change • Funding method • Migration to new year • Data capture • Data export • Profiling • Other changes

  3. Funding method • Same principle as last year, but • 25% achievement on framework • variable proportion of OPP funding • some detail changes

  4. Achievement on Framework • AMA/FMA main aim payments: • OPPs during main aim • 25% on achievement of framework • balancing OPP payments on achievement of framework • For NVQ programmes • 25% on NVQ achievement • Cross-year achievements?

  5. Funding proportion • For transfers, restarts, etc • Specify %ge of OPPs to be paid • based on amount already paid out • Applies this %ge to each OPP • Simplifies processing • Removes those TPS adjustments

  6. Breaks in learning • Now reported within four weeks • End with completion code 06 • Restart with entry code 11 • Implications for funding age • new audit report will help

  7. Other changes • Many rates have changed • new aim rates still not in 2005/6 LAD • we’ve given you our best guess in PICS • E2E, ALSN, and Key Skills in PICS • ALSN now banded by age • Only framework Key Skills funded • PFR reconciliation monthly

  8. Education Maintenance Allowance • No change for employed status • PLP and E2E switch on April 10 2006 • implications not yet clear

  9. Data migration • May need to change Key Skills • from stream 42 to 99 • applies to 2005/6 only • Enter funding %ge when needed • new Audit report will help • Questions?

  10. Data capture • New fields available in 11.20 • A51a, SSA • Ward Code capture & and fill in with PostCoder • Historic fields now separate • Funding stream • Enhanced 16-18 funding

  11. Export • Essentially no change • Two programs, one for each year • Ensure you check data in the LIS before export

  12. Profiling • LSC profiles no longer a useful basis • We considered many options • by aim? qual plan? simply money? • decided on minimum change for users • Behaves like last year, but • money values purely indicative • from tables in Req for Funding doc • won’t tie exactly with actual values

  13. Other changes • Year-to-date funding calculations • only real way of agreeing with the LSC • Late-notified report • based on monthly history • New validation based on LIS rules – under development
