  5. 14-15 Biennial Budget ODADAS and ODMH believe the SFY14/15 Biennium Budget submission, that combines historical ODADAS and ODMH line items, will present an appropriation budget developed to encompass the combined agency vision ensuring maximization of funds. Treatment Works…People Recover

OACBHA 14-15 Biennial Budget Platform • Expand alcohol, drug addiction and mental health funding for treatment and support services for non-Medicaid eligible individuals, and to provide recovery supports to Medicaid eligible individuals. • Expand Medicaid as allowed by the Affordable Care Act. MACSIS/MITS TRANSITION Board Access to Data • Departments sent out a letter on Friday October 26 ,2012 with process for getting all MH Medicaid data, and all AoD Medicaid data for individuals who also receive non-Medicaid services. • Boards will also have access to Medicare and third party data. Future of MACSIS • Department is Committed to continuing MACSIS for at least the next couple of years • Local Data/Systems Development impact • Committee to determine timeline and data to be collected statewide • Department to look at cost of giving MACSIS to Boards Treatment Works…People Recover

Chamber Quick Hit Team Recommendations • OACBHA will develop a primer on the ADAMH system and what we have to offer the local business community by January 15, 2013 • OACBHA will work with ODMH/ODJFS and the Ohio Chamber to develop a PR Campaign and educational tools we can share with communities for adolescents and young adults on: • What a drug-free workplace is and means • The realities of drug testing • Options available if you think you have a problem • For the PR campaign look at how we can incorporate “above the influence” • Utilization of electronic media Treatment Works…People Recover

Chamber Quick Hit Team Recommendations Cont. • The OACBHA Chamber Quick Hit Team will work with the Ohio Chamber, ODMH, ODJF and the BWC on a more in-depth Phase II plan to encourage more businesses to become a Drug Free Workplace Including: • Utilization of SBIRT by EAP and wellness coaches Etc. • Second chance program for pre-hires that test positive • Second chance program for employees that test positive • OACBHA is conducting a survey of all ADAMH Boards to produce an inventory of how Boards are working with local chambers/businesses, and will look at further recommendations based on the results of the survey (Review Results) Treatment Works…People Recover

Core services Quick Hit Team Recommendations • Establish as a guiding principle that all persons in Ohio should have access to a core level of behavioral health services no matter where they live or their ability to pay. • “Core” services- the essential set of services available at minimum to all residents regardless of their ability to pay. • Fully funded with State resources, if no other payor source (i.e., insurance, Medicaid) is available. Core services Quick Hit Team Recommendations Cont. • OACBHA will recommend to the new combined Department a set of services that should be available to all Ohioans that are fully funded with State Resources, if no other payor source (i.e., insurance, Medicaid) is available, including: MH and AoD (both) • Assessment • Counseling- Group & Individual • CPST/ Case Management • Crisis Intervention • Hotline • Medication • Partial Hospitalization/ Intensive Outpatient • Prevention/ Education • MH (only) • Inpatient Psychiatric Care • Pharmacologic Management/ Med Somatic • AoD (only) • Detoxification Treatment Works…People Recover

Integration Quick Hit Team Recommendations • Advance the statewide implementation of ACE Screening (Adverse Childhood Experiences) in order to address issues related to trauma; • Advance the statewide implementation of SBIRT (Screening, Brief Intervention and Referral to Treatment); • Advance the statewide implementation Mental Health First Aid.  Treatment Works…People Recover

CJ Quick Hit Team Recommendations • OACBHA will develop a primer on the ADAMH system and what we have to offer the local Criminal Justice / Juvenile Justice community by January 15, 2013. • The Committee recommends the establishment of a joint ODADAS/ODMH/DRC/DYS/Community Corrections Association/OACBHA working committee. • OACBHA is conducting a survey of all ADAMH Boards to produce an inventory of how Boards are working with their local criminal/juvenile justice systems, and will look at further recommendations based on the results of the survey. Electronic Meetings • OACBHA has invested in a monitor to allow for video conferencing, we are also going to pay for the subscription to Go-to-Meeting. • Boards will need a camera and microphone, you can get a combo camera with microphone from Logitech for about $85. • We will utilize go to meeting for the video portion, and teleconferencing for the sound. RSC UPDATE • With the new Contract All Administrative billings, budget changes, quarterly reports, and questions will start with Liz. • We are working with RSC to speed up the VR decisions (Kaizen process). • We are also working with RSC to speed up the payments.
