  1. Standardization activities on IPTV in CCSA Kai Wei, CATR, China Global Standards Collaboration (GSC) GSC-15

  2. CCSA Current IPTV Activities 14 standards published 40 under development • CCSA IPTV initiatives: Phase One • Task#1- overall issues, finished • IPTV scenario, requirements, architecture • Task#2- sub-systems arch & framework, Aug 2009 • CDN, DRM, security etc. • Task#3- STB interface and interoperability, finished • EPG, content delivery, service mgmt., terminal device mgmt. • Task#4- quality monitoring, May 2010 Task#1,finished Task#2, DRM, CDN FCD Task#3,finished Task#4 finished Phase Two Started Aug 2005 2007 2008 2006 2009 2010

  3. IPTVmarket development in China • IPTVuser base still grows sharply • 4.6M (up to the end of 2009) • Increase rate keep high: 111.7% against 08 • Estimated 14.5M by 2011 (Analysys Inc. 2010) Data Source: CCID & CATR,2010

  4. Market focus is shifting Emphasize on capability & quality optimization and openness To support a more sustainable business model… Now Next -------------------------------------------------------------------- TV like service  rich broadband app Video definition SD  HD & Mobile TV & movie  User generated content Closed system  Open system STB  Terminal Convergence Fixed  Mobile IPTV …

  5. Strategic Direction • Accommodate requirements abstracted from • real operational need • identified IPTV market trends • Keep in line with Global Standard activities • adopt ITU-T IPTV recommendations as much as possible • make contribute to the ITU-T IPTV activities and other SDOs • liaise with ITU-T, IETF, ETSI, ATIS, and other SDOs • Strengthen cooperation with regional organizations • CJK • APT

  6. Challenges • Convergence introduces challenges • To define Unified architecture which should support Practicable & Flexible Business model • To open system capabilities to others, while the system must be manageable and in high level of security • To provide many kinds of terminal device access to IPTV for personal and adapted application and content

  7. Next Steps/Actions • Develop 2nd version of IPTV service requirements • Call for new requirements from the industry • Revise CCSA IPTV service requirements standard • Develop new version of CCSA IPTV Architecture • Revise IPTV Architecture according those new requirements • Add new capabilities, e.g. Ad insertion, audience measurement, mobility management, UGC • Expose capabilities (API) to third party SPs • Encourage members to participate IPTV work of ITU-T • Cooperate with other SDOs

  8. Proposed Resolution [optional] • N/A

  9. Supplement Slides ——highlight of CCSA IPTV Standards

  10. Framework - Open standard IPTV System Architecture • An open standardized IPTV functional architecture and the components which were very clearly defined • The division of the major components guiding the industrial chain division and development of IPTV in China, especially for the content providers and terminal manufactures • An open environment for the rapid development of value-added services

  11. Applications Middleware Service Components Operation System Hardware & Drivers Browser-based Open Terminals • To develop different IPTV terminals to meet the demand of different users • Individual software framework for IPTV terminal device, guiding the industry to develop a variety of terminal for different software requirement levels • With the WEB technology, the browser-based EPG functionality enabling an open and flexible development environment of EPG user interface • The comprehensive standards of set-top box middleware supporting third-party value-added applications

  12. Interconnection interface - to achieve full interoperability between platform and terminals • WEB technology with expansions in service management interface and EPG portal interface • Media delivery interface supporting multicast, unicast streaming • TR069/SNMP technology in terminal management interface

  13. Service quality and performance monitoring technology • Service quality/performance parameters and statistics analysis /definition • Distributed monitoring points, different monitoring methods based on IPTV system architecture and implementation • Centralized management platform for effective and convenient analysis and statistic • identifying and locating faults as soon as possible In the event of a failure, to improve the operation and maintenance system in reducing response time and ensuring service quality

  14. Content Operation Service Management Media Delivery Media Management (Pre-Processing) Media Distribution Node Management Media Storage Media Serving Media Routing Media Control Client Media Delivery System • IP-based private network • Streaming media as the main Distributed target • Framework agnostic to any bearing network

  15. Digital Right Management • Independent content key management and authorization management • Supporting different privilege levels and domains • Customized for the co-operation situation of China's IPTV • Supporting the multi-service integration of complex applications • Compatible with a variety of international standards including OMA

  16. CCSA IPTV Interoperability Testing • Large-scale interoperability conformance test • Purpose: • Verifying and Supporting the work of standardization • Continuously improving standards with practical and operational experience • Test: • A series of interoperability events from May 2007 to October 2008 organized by MIIT, CCSA and CTC • Participating platform manufacturers: over 6 • Participating STB manufacturers: over 15 • The first successful and fully interconnections between terminals and platforms • Effective promotion for the standardization and development of IPTV Industry • IPTV systems and STBs support AVS codec FiberHome …………
