Service Reliability Credits

TNMP provides service reliability credits to customers for circuit outages based on duration and frequency. This includes payments made via invoice credits to the customers' REP of Record. TNMP proposes a short-term and long-term solution to ensure credits are given directly to end-use customers.

  1. Service Reliability Credits DEFINITION: Payments made by TNMP to customers for failure to maintain specific service standards for circuit outages based on duration and frequency.

Service Reliability Credits Pursuant to TNMP’s former acquisition agreement (Docket No. 21112), the Company has been making payments via a credit on the 810_02 invoice (SAC04 element = MSC030 Returned Instrument code, with a description of the credit in the SAC15 element) to the customers’ REP of Record at the time the credit was issued. Credits were calculated based on ESI ID’s of affected customers on the specific circuits. TNMP assumed that REPs would pass-through the credit to their customers.

  3. Service Reliability Credits Pursuant to TNMP’s current acquisition order (Docket No. 30172), TNMP shall file a compliance plan by June 6, 2005 to ensure that credits are given directly to “end-use customers.” TNMP proposes a Short Term and a Long Term solution: After determination of problem circuits and affected customers, TNMP will notify all REPs currently certified in our service territory at least 30 days before credits will be issued with a description of the issue.

Service Reliability Credits Short term: (no change from current process) Understanding that REPs will pass-through the credit to the end-use customer, TNMP will issue the appropriate credit to all ESI IDs on the affected circuits to be passed-through to the current REP of Record via an 810_02 invoice using the SAC04 element = MSC030 Returned Instrument code with a description in the SAC15 element of “TNMP Service Reliability Credit.”

  5. Service Reliability Credits Long term: Using the same procedure as the Short Term solution, but creating a new Texas Set code to be used for the SAC04 element specific to TDSP Service Reliability Credit. A description within the SAC15 element will contain the specific TDSP name. TNMP will sponsor this change control through Texas SET in the next upgrade version. Credits will be issued with a description of the issue.

  6. Service Reliability Credits TNMP would like to bring this issue to an e-mail vote to receive a vote of confidence on this procedure.
