About Best Startbringing out the best in children by bringing out the best in our communities. • Shifts how First 5 LA funds initiatives, moving toward a place-based approach, focused on high need geographic areas • Believes that the PLACE where a child grows up matters • Relies on the development of a community partnership ready to take an active role in improving their communities based on Best Start’s four goals.

  5. Best Start’s Four Outcomes • Children are born healthy. • Children maintain a healthy weight. • Children are safe from abuse and neglect. • Children are ready for kindergarten.

  6. Why place-based? • Place affects access to basic resources like clean air, healthy food, medical services and recreational space, as well as opportunities for high quality education, living wage employment, and affordable housing.

  7. What a Best Start Community Looks Like: • Safe places for children to play • Improved health services • Access to healthy, affordable food • Collaboration among services groups • Effective coalitions of neighborhood leaders, local businesses and parents

Best Start Community Partnership • Is the key to creating and sustaining change in each community. • Is the place where parents, organizations and community leaders come together to make decisions about improving their community. • Will develop a governance structure where decisions will be made democratically

Supervising Facilitator will • Promote a respectful environment where: • Every voice is heard • Community facilitators ask for support • Train community facilitators: • Cultural competency • Recruiting and retaining non-traditional partners • Guide the community facilitators through the completion of the implementation plan

  11. Roles of Supervising Facilitator • Supervise a team of 13 community facilitators • Provide training and technical assistance • Document the planning process and provide written report

  12. Compensation and Duration • Consultant will be compensated based upon the project budget developed during the contracting period for an amount not to exceed $225,000 • Approximately 18 month contract • Hourly rate • $150 an hour maximum • include all projected expenses

  15. Eligibility Requirements • 15 years of facilitation experience • Ability to successfully facilitate large and diverse collaborative groups • Applicant must have a presence in CA and capacity to work throughout Los Angeles County • Experience working with diverse community coalitions

  16. Application Process RFQ • All applicants are required to complete and respond to the RFQ online. The form can be accessed at the First 5 LA website (www.first5la.org/Best-Start-Community-Partnership-Supervising-Facilitator-RFQ Interview • Selected applicants will receive an email requesting an interview July 27-29, 2010

  17. Application Review Process • RFQ will be reviewed by external reviewers between July 12 and July 16, 2010 • Interviews will be scheduled July 27-29, 2010 • Notification of acceptance July 30, 2010 • Target start date is August 6, 2010
