The ON REPORT signal has been developed to be used on the following occasions • Minor Verbal Abuse of a match official • When dismissal is not warranted • As another “on field tool” to assist the referee and touch judge in maintaining control
THE IMPLEMENTATION OF THE ON REPORT SIGNAL • Stop the game. Note: Consider where the advantage lies and with which team. • Raise both hands above the head in a crossed manner. • Point to the player concerned. • Inform the player he is being placed on report and issue him with a caution. • Penalise the player.
AT THE CONCLUSION OF THE MATCH • Sign the team sheet • Indicate by writing the player’s name in the comments section that he has been placed on report. I have placed…………………… on report. (Player(s) Name(s)) • Complete the “On Report” sheet in the Referees’ Room and hand it to the player or his representative. • Notify the Chairman of the Judiciary Board within 48 hours So that it can be checked if clubs have actually taken action against their player!

CRITERIA THE REFEREE SHALL USE TO DETERMINE MINOR ABUSE • The situation that prompted the abuse. Was it premeditated? Was it in “the heat of the moment”? • The length of the abuse (How many sentences?) • Nature of the abuse. Did it involve foul language? USE YOUR COMMON SENSE
FURTHER GUIDELINES • The referee should dismiss the player or use the sin bin for serious abuse of a match official. • Touch judges shall not place players “On Report” but should report any abuse to the referee at the next opportunity. eg Stoppage in play or where no advantage shall be lost to the non-offending side. • The On Report signal should be clearly indicated by the referee. • Club officials who are on the field of play (trainer, etc) or within the playing area (bench) can be placed on report. A penalty kick CANNOT be given in this case. • On report forms should be carried in Judiciary Book by all match officials. They will be distributed before the commencement of the season.
