Purpose of Presentation • Sharing information on a regional UNESCO initiative to support operational policy research to assist countries in the formulation of policy options for secondary education in Asia • Obtaining reactions on the UNESCO project to ensure the best possible complementarity with ongoing or planned initiatives by Dominique Altner

Existing Challenges • Existing information on SE is dispersed among different institutions and remains inaccessible to those involved in formulation and implementation of SE programmes and policies • Information gaps still exist. Many of the important issues are up on the policy agenda without detailed comparative research and assessment • Existing information and research need to be transposedinto formats directly useful for education practitioners in Government institutions by Dominique Altner

Project Contributions • Mid-term objectives: Creation of a regional knowledge base on SE and Institutional capacity building • Pulling together policy-relevant information available within Governments and int’l agencies and making it accessible in a systematic form via Internet to wider audience • Filling specific knowledge and information gaps in SE development and reform through in-depth research focusing on teacher training, management and financing • Preparing a practice-oriented tool kit, Secondary Education Resource Book, providing approaches and practical advice for policy design by Dominique Altner

  5. Basic Project Implementation Features • Geographical focus on South, Southeast and East Asia • Initial period of three years (2005-2007) with possible extension of another two years • Core funding for the initial period secured from UNESCO and the Japanese Government • Cooperation arrangements initiated with UNESCO Institutes; • International Institute for Education Planning (IIEP) • UNESCO Institute for Statistics (UIS) • International Bureau for Education (IBE) by Dominique Altner

Basic Project Implementation Features (cont.) • Contributions from education units and specialists within UNESCO Bangkok such as ICT for education • First expert meeting in Bangkok with participation from IIEP, UIS and int’l and regional experts (“Conceptualization and Work Planning Meeting” UNESCO Bangkok, 16-19 February 2005) • Literature and donor program review launched in May 2005 and ongoing by Dominique Altner

Activities and Anticipated Outputs • Component-1: Gathering and making existing information resources on SE accessible via Internet • Literature review: Publication of an annotated bibliography • Donor program review: Listing of major interventions including lending operations and TAs • Statistics and information sources: Meta-survey of data, statistics and statistical analysis on SE in Asia by Dominique Altner

  8. Activities and Anticipated Outputs • Component-2: Assessing secondary education priority issues in concrete country contexts through surveys and studies • “Mapping” of issues and policy priorities: Publication of findings from multi-country survey involving interviews and documentary reviews • Case studies: In-depth country case studies in low- and middle-income countries focusing on teacher training and management by Dominique Altner

Activities and Anticipated Outputs • Component-3: Developing a “tool kit” for education officials and practitioners involved in planning and implementing education reforms • Resource Book for Secondary Education Policy Analysis: Providing the knowledge and information sources that can assist education officials in renovating national secondary education systems. UNESCO will focus on teacher training and management by Dominique Altner
