Roles of Supervisors, DAs, Woreda Road Desk Officers in PSNP LBRC • Role of the Supervisor in LBRC: • Monitor the planning and design of road project (route selection, surveying, setting out, etc.) • Monitor quality of construction as per design (earthwork, drainage system, drainage structures, , • Prepare payment certificates and • Certify or approve payments on behalf of owner

Roles of Development Agents: • Plan road work in detail as part of CBPWDP (when to do it and how to do it: Action plan), • Plan the required manpower, • Mobilize community or manpower, • Organize work force, • Guide the actual construction work on site, and • Report the work done periodically.

Roles of Woreda Road Desk or Office: • Train Development Agents on rural road planning and construction, • Facilitate/participate in planning of rural roads like alighnment selection, surveying, setting out, • Supervise rural road construction and assist DAs

  5. Environment Friendly PSNP Roads: Roles (Cont’d) 4. Roles of Road Sector Government Institutions: • ERA: Ethiopian Roads Authority – staff training, standardization and technical support • RRAs: Regional Road Authorities – training, supervision and technical support

Roles of Different Programs • ERTTP - Ethiopian Rural Travel and Transport Program, a pilot integrated program, phased out • PSNP - Productive Safety Nets Program of FSP • (SARDP) - Sida-Amhara Rural Development Program, phased out, Nontheless, • Valuable experience achieved • Capacity built at all levels: region, zone, woreda and community • Local staff trained on LBRC, esp. Diploma in S/Wollo
