  2. Attention Please! BICYCLE HELMETS • Riding a bicycle can be a lot of fun. • It can be a means of transportation, physical fitness. • However, bicycle riding poses many risks and should always be done safely. • Distribution of bicycle deaths: • 49% of all deaths occur between 3 p.m. and 9 p.m. • Summer: May, June and July have the highest percent of bicycle related deaths. • About six times as many bicycle deaths are males compared with females. • 33% of deaths occurred at intersections. • Wearing a helmet correctly is vitally important to the ability of the helmet to work! • Always do these things to ensure a proper fit: • Tighten the chin strap to keep the helmet from slipping forward or backward. • Only two fingers should fit under the chin strap. • Place the helmet directly over the forehead. BICYCLE SAFETYDON’T WALK BY • All bicyclists, to include civilian and allied soldiers of MNB-E, will wear an authorized reflective belt/vest while operating their two-wheel vehicles on any base camp. The belt will be worn over the shoulder and under the operator's arm, bandolier style, to allow maximum visibility to other vehicle operators. The reflective belt will be worn as an outer garment and will not be covered by any other article of clothing or equipment. Riders will ride with the traffic and obey traffic signs and laws. • All bicycle riders will also wear an approved bicycle helmet while riding on any MNB-E base camp. An approved helmet is defined as one that meets or exceeds the American National Standards Institute (ANSI) or Snell Memorial Foundation Standards for bicycle helmets. RIDING • Bicyclists will – • Ride only on a seat attached to the bike. • Carry only the number of people the bicycle is designed and equipped to carry. Passengers much sit in an authorized, attached seat. • Do not ride side by side. • Do not carry bundles, packages, or other articles that prevent the bicyclist from keeping at least one hand on the handlebars. • Do not ride a bicycle while using a CELL phone. • People riding bicycles, scooter, roller skates, sleds, skateboards, or toy vehicles will not attach themselves to other moving vehicles. BICYCLE SAFETYDON’T WALK BY 5-27 RIDING AREAS Bicyclists will – • Ride as far to the right of the road. • Be careful when passing a stopped vehicle or a vehicle going in the same direction. • Use paths, sidewalks, or parts of the road marked for bicycle use, when available.   6. BICYCLE SAFETYDON’T WALK BY 5-28 SAFETY EQUIPMENT • Bicycles ridden during hours of darkness must have a headlight that emits a white light and a taillight that emits a red light. Bicyclists will wear light-colored clothing or reflective accessories. • Bicycles must have brakes that, when applied, cause the wheels to skid on dry, level pavement. • Bicycles wheels must have two reflectors mounted 180 degrees apart on the spokes. Bicycle pedals must have reflectors designed and placed to be visible from the front and rear of the bicycle during darkness. • Bicycle operators and passengers on DOD and U.S. Forces installations must wear an approved helmet properly fastened under the chin. Helmets must meet the American National Standards Institute, Snell Memorial Foundation Standards, or the Economic Commission of Europe for bicycle helmets. • Bicycle operators must NOT use cell phones or wearLISTENING DEVICESthat impede hearing and the detection of impending danger.   7. BICYCLE SAFETYDON’T WALK BY DODI 6055.4 E3.9 PEDESTRIAN AND BICYCLE SAFETY (HSPG # 14) E3.9.1Pedestrian safety shall be emphasized in the overall traffic safety program. The program shall include separation of pedestrian and motor vehicle traffic to the maximum extent possible and shall provide for adequate sidewalks, pedestrian crossings, handicapped access ramps, and bicycle paths to ensure maximum safe traffic flow without jeopardizing pedestrian safety. Participants should be educated to use paths or sidewalks along roadways and wearreflective outer garments during periods of reduced visibility. E3.9.1.2.Applicable fluorescent or reflective personal protective equipment shall be provided to and used by all DoD personnel who are exposed to traffic hazards as a part of their assigned duties, e.g., marching troops, traffic control personnel. E3.9.2. Bicycle safety shall be emphasized in the overall traffic safety program. Programs shall emphasize the MANDATORY use of bicycle helmets approved by the American National Standards Institute (ANSI) or the Snell Memorial Foundation.
