  1. Universal design and maintenance– Winter conditionsУниверсальный дизайн и техническое обслуживание - Зимние условияNew equipment to new demandsUnderstanding and cooperation Elisabeth Skuggevik and Kjetil Nergaard Norwegian Public Roads Administration Southern Regional Office

  2. Content ofpresentation • Background • Phase 1 • From phase 1 into phase 2 • Phase 2: • Starting with two individual routes – Hønefoss and Kristiansand • New demands – requires different equipment • Models for improved cooperation between important players to insure complete travel chains.

  3. The National Transport Plan National Transport Plan for 2014 -2023: • Universal design - one of the four principal goals • Public transport • Individual routes and universal design for whole travel chains • Maintenance – keep up universal accessibility

  4. The Norwegian Government commissioned the Public Road Administration to designA National WalkingStrategy

  5. Keep up universal accessibility A universally accessible transport system are depended on the design, and the quality of maintenance Maintaining an obstacle free environment

  6. A twophaseproject • The objective of the project is to unite the fields of expertise in universal design, road safety, walking, cycling and road maintenance. • To Investigate the problems, or barriers, pedestrians or a cyclists encounters throughout the year in to selected travel chains • Eliminate the documented obstacles

  7. From cars to pedestrians:A shift of perspective • All types of pedestrians and cyclists • Pavements, pedestrian and cycle paths, crosswalks/pedestrian crossings, bus stops and areas where there's transition between different forms of transport • Complete travel chains: a chain is only as strong as its weakest link

  8. Challenges and possibilities • Winter maintenance • Equipment and use • Specific plans for individual routs or areas with universal design • Enhancement and exchange of expertise in fields combined

  9. Phase 1: March 2011 to May 2012. The goals for phase 1 were: • To investigate the problems one encounters in maintenance of universally designed facilities • To draw up proposals for new standard requirements for preserving universal design throughout the year, taking particular account of the challenges associated with winter maintenance. • The projects phase 1 - basis for proposals for plans for phase 2

  10. Phase 1: Proposal for phase 2 The working group suggested the following structural measures: • Prepare specific plans for individual routs as a part of contracts between counties, public road administration and contractors • Updating and changing requirements of all relevant documents and standards. • Evaluate the costs for operation and maintenance. • Develop methods and equipment

  11. Phase 2 August 2012 to May 2014 • Two selected travel chains • Focus on peoples “everyday” routes • Infrastructure for pedestrians and cyclist

  12. Phase 2: Main goals • Developmethodsand equipment to maintain universal design throughout the year • Upholding universal design on the two selected travel chains (Kristiansand and Hønefoss) • Establish models for better cooperation between the municipalities, Contractors and NPRA including the counties. • Enhance and exchange expertise in fields combined concerning maintenance

  13. Phase 2: So far we have… • Established projectgroup for phase 2 • Selected routes for oberservation and testing • Cooperation with contractors, counties, municipalities and NPRA who are involved in maintenance of the celected routs • Documented the selected routs during spring, summer and WINTER

  14. Twoindividualroutes Kristiansand Hønefoss

  15. New Handbook 111 • New demands– requires different Equipment

  16. Typical barriers

  17. Pedestriancrossing

  18. Coordinating toward travel chains with no barriers

  19. Cycle vs. pedestrian

  20. How to create conflict between pedestrians and cyclists…whom come in all variations

  21. Safe pedestrian crossings

  22. What to do when not being able to use the pavement?

  23. New demands – requiers new thinking regarding equipment

  24. Cyclelane

  25. What to expect The results of phase 2 will be published in May 2014 For questions contact: Elisabeth.skuggevik@vegvesen.no or Kjetil.nergaard@vegvesen.no
