Country Dynamics Differ: EAP Case • China: growing urban-rural welfare disparities -> agricultural tax/fee reform-> intergovernmental transfer mechanisms • Indonesia: govt change (’98) -> more activitist Parliament with corruption concerns -> by-pass public procurement channels -> public resource flows more directly to rural producer groups • Mongolia: democratization (’90), with maintenance of large subsidy funds that benefit private profit-oriented rural production activities: public goods short of resources. • Vietnam: rapid decentralization of fiscal authority
