Housing, Health, Social Care • Joint Strategic Needs Assessment: • PCTs & LAs have produced a JSNA of the health and wellbeing of their local community • Very health and social care orientated with little housing input • Social Care Green Paper • A new National Care Service to cater for the basic care and support costs of all adults, including adults with learning disabilities and mental health needs. This new care service will not however cover accommodation and living costs for individuals in care homes • Again, very health and social care orientated with little housing input • Personalisation agenda • Social Care dominated • Housing Strategies • Not much health and social care input • Supporting People • Housing/Social Care and Health - greater levels of engagement • Funding changes and challenges looming

Housing Impacts on Health and Well Being Causes • Homelessness • Existing Housing/ Housing quality • Lack of Housing support Effects • Mental health (particularly depression) and Physical health • Homelessness instigates/compounds mental health and/or drug misuse problems • Single homeless/rough sleepers, - higher prevalence of physical and mental health problems • Living in poor standard accommodation is likely to exacerbate or contribute to TB, asthma, wheezing, coughs, colds, joint pains, fever, stress, depression and reduced well being. • Home accidents/falls

  5. Health & Housing Calculator (BRE/CIEH) • Annual estimate for Lewisham in private sector housing: • Falls and excess cold: • Likely NHS cost ≈£5.5m • Cost to remedy ≈£1.5m • Damp, entry by intruders and overcrowding: • Likely NHS cost ≈£1.2m • Cost to remedy ≈£4.0m

What are we doing to address these issues? • Lifetime Homes standard and 10% wheelchair accessible • SELHP’s ‘Wheelchair Homes Design Guidelines’ - property ‘footprints’ are larger than those of Lifetime Homes and dwellings will not exceed 2 storeys • GLA’s Accessible Housing Register • Home Ownership for people with a Long-term Disability (HOLD) • Hospital Discharge Protocol to alleviate ‘bed-blocking’ • Safeguarding Agenda – TSA funding to develop safeguarding protocol and procedures for all housing management providers • SELHP developed the ‘Housing Association Prevention Protocol’ - an agreement between local authorities and housing associations to prevent homelessness • SELHP Homelessness Group - signed up to a Joint Working Agreement on domestic violence across the sub-region in January 2009

What can we get out of today? • Shared knowledge • Improved awareness amongst health, social care and housing professionals • Recognition of the housing contribution to the health and social care agenda and vice versa • Joint working between housing, social care and health colleagues • Ensure housing makes an active contribution to improving health and wellbeing • Challenge to effectively monitor and measure long-term health and well being outcomes • Issues • Limited evidence to show how housing needs create health needs • Limited research/evidence to show that resolving housing needs improves health
