What happened to School Improvement • Flexibility waiver • Waived School Improvement requirements • Allowed SD to develop a new accountability system • No more AYP • Still have Proficient and Advanced scores which are used in the new accountability system • Schools will now be classified (one classification is Focus School)

  4. How did we become a Focus School? • Only applies to Title I schools • Flexibility Waiver Requirements – new accountability system • Contributing to Achievement GAP • Title I HS with Lower than 60% Graduation Rate • Subgroups with Proficiency 75% Lower than GAP Group

Contributing to the Achievement Gap • Based on the GAP group students • GAP Group: • Black, • Native American, • Hispanic, • Economically Disadvantaged, • Students with Disabilities, • Limited English Proficient Students • Rank ordered based Proficiency in: • Reading • Math • Attendance or Graduation Rate • Lowest 10% of Title I schools (33 schools)

  6. Title I High Schools with Lower than 60% Graduation Rate • Beginning 2013-14 school year • Title I HS with Grad rate below 60% for 2 consecutive years • This is in addition to the above designation

Subgroups with Proficiency 75% Lower that GAP Group • Beginning 2013-14 school year • To ensure no subgroup within the GAP group is ignored • Subgroup whose combined reading and math proficiency is 75% lower than GAP Group combined reading and math proficiency for 2 consecutive years • Add each subgroup reading and math proficiency • Add GAP group reading and math proficiency • Compare to make such subgroup is not 75% lower than GAP group

  8. So Now What? • Waive spells out certain requirements and interventions that must be implemented

What does the school have to do? • Data Retreat • SD LEAP (Indistar®) • SD Multi-Tiered System of Support (RtI) • Principal and Teacher Evaluations • Professional Development • Principal Autonomy • Reporting Requirements • Adequate Resources • Parental Involvement • Academy of Pacesetting Districts (APD) - Optional

  10. Data Retreat® • Led by DOE approved personnel • Two- days • Look at four lens • Student Achievement • Programs and Structures • Professional Practices • Family and Community

  11. SD LEAP (Indistar®) • Online system • Process that charts and manages continuous improvement • Indicators of Effective Practice • Goals and Objectives • Must attend a regional training

SD LEAP Trainings • Each school must bring a team of 3-6 members to one of the trainings • Principal and one teacher must be on team • Other members: RtI personnel, SPED Director, Federal Programs Director, Counselor, Business Manager, other classroom teachers, parents • Contracted Coach must attend training with you • Registration was emailed last Wednesday • due back by Wednesday, October 17 to Shawna Poitra

  15. SD Multi-Tiered System of Support (RtI) • Three essential components • Multi-tiered intervention service delivery • Integrated data collection/assessment system • Data-based decision based on problem-solving model • RtI Coordinator/Coach • Assess RtI indicators in SD LEAP

Principal and Teacher Evaluations • Principal evaluation annually • Teacher evaluation annually to ensure they are effective and able to improve instruction by: • Reviewing the quality of all staff • Providing job-embedded, ongoing professional development informed by • The teacher evaluation and support systems • Tied to teacher and student needs

  17. Professional Development • Specific to prioritized needs identified in the comprehensive needs assessment • Ongoing, job-embedded based on teacher evaluations

  18. Principal Autonomy • Operational flexibility in the areas of: • Scheduling • Staff • Curriculum • budget

Reporting Requirements • Inform the district’s board of education and the public on the school’s progress • Provide assessment and accountability information to parents and public • Provide parents, the individual student assessment report • Inform SD DOE, through SD LEAP on the progress of the school

  20. Adequate Resources • Assure the following resources are adequate to assist in the implementation and achievement of school program goals • Human • Physical • Fiscal

  21. Parental Involvement • Provide opportunities for parent and community involvement in decision making process regarding: • Curriculum • Assessment • Reporting • School environment • Parent engagement

Academy of Pacesetting Districts (APD) (Optional) • Year-long opportunity • 2 day kick-off meeting • 3 distance learning session • Monthly meetings • Summative meeting • District leadership team • Analyze district policies and procedures in looking at how differentiated support is provided to schools based on needs • Based on indicators of effective practice (use SD LEAP (Indistar®) to analyze indicators)

Funding • 1003(a) Focus and Priority Funds (Formerly the School Improvement Formula Grants) • Discretionary funds used for • SD RtI • SD LEAP • Data Retreats® • Other interventions as approved by SD DOE • For Districts with 50% or more of their Title I school identified as Focus School • Must set aside 10% of district’s Title I funds • To be used for PD which include the above activities

  26. 1003(a) Focus and Priority School Grants • Submitted by Districts • School specific • Only certain allowable costs • Must be submitted by Nov. 15 • Not formula grants so if not submitted on time there may be no funds left

How is the Focus Status removed? • A school may apply to exit this designation after one or two years • The school no longer meets the definition of a Focus School. • The school’s GAP Group meets its AMO targets in reading and math. • Annual monitoring indicates that required interventions are being faithfully implemented. • For Title I high schools with a graduation rate of less than 60%, the school have a graduation rate at 70% or above for two consecutive years. • For schools entering Focus School status through the safeguard, targeted interventions will continue until the difference between the designated ESEA subgroup’s and the GAP Group’s combined reading and math proficiency rate is reduced by half and maintained for two years, in order to show sustainable and continuous improvement. • A school must demonstrate potential for sustained improvement and growth.
