  8. Authorities for MEP Eligibility Child Eligibility Children are eligible to receive MEP services if they meet the definition of “migratory child” and if the basis for their eligibility is properly recorded on a certificate of eligibility (COE).

LEA ID&R Plan • All school districts in Georgia follow the state and regional GA DOE MEP ID&R plan as outlined in the Georgia Migrant Education Program Identification and Recruitment and Data Collections Handbook. • The plan below describes how the school district will implement ID&R requirements aligned to the state and regional ID&R plans.

  19. Section 1 ID&R Planning and Implementation

  20. Question #1 How often will the local MEP Staff meet to monitor the implementation of their ID&R plan?

  21. Required Items * A schedule of how often they will meet; once a semester minimum; more is preferred but not required * Include a reference to meeting to plan for summer ID&R activities * Dates can be listed, but not required

  22. Question #2 How will the district ensure year-round ID&R, which must include all eligible enrolled and OSY including pre-school aged children?

  23. Required Items * Assign recruitment areas for regular school year and summer * Reference recruitment outside of the school building on-going during the week, month, year * Include visits to employers, camps, neighborhoods, agencies, and other community gathering places * Reference that SSPs/Recruiters will have time on their schedules for recruitment

Required Items Cont.. * Reference flexible work hours during the regular school year and summer and that schedules are flexible and will change based on peak periods and/or parent's work schedules * Include a reference to the ID&R checklist * Include schedules of SSP/Recruiters * Include a listing of peak periods of agricultural activity

  25. Question #3 • How will the district coordinate with regional and state MEP staff for the ID of all potentially eligible individual & R of eligible individuals?

  26. Required Items * Frequent contact with GA DOE regional recruiter (once a week is preferred) for coordination efforts * Reference completing COEs in a timely manner - first two days is preferred * Reference contact to GA DOE regional recruiter if family is not found or contacted after 2 days

  27. Question #4 • How will the district contact currently eligible migrant individuals in order to determine if new qualifying moves have occurred and ensure new COEs are completed as needed?

  28. Required Items * Reference that this will be done during the re-sign period * Reference that this will be done after school breaks (intersessions, spring, holiday, summer etc.) * Reference that this will be done when there is a reason to determine if a move occurred

Question #5 How will the district ensure the occupational survey (which must be completed by all students during new student registration and back-to-school registration) is gathered, reviewed, and prioritized for further follow up to identify potential migrant children and youth? Include a reference to training local school staff on the process.

  30. Required Items * Occupational survey in use will be current and part of the registration packet for new enrollees and back to school registration * How the LEA will notify/train reviewers (clerks, secretaries) of the occupational survey process and what to do with the forms

  31. Required Items Cont.. * Process to check with school clerks or registration clerks, on a weekly basis, for new surveys needing review * Process for how the MEP contact and SSP/Recruiter will review and prioritize Occupational Surveys for follow up * Timeline for follow up - 2 days preferred; then contact GA DOE regional recruiter, if needed.

  32. Question #6 • How will the district coordinate with other agencies, organizations, and resources to build a recruitment network and identify potential migrant participants?

Required Items * List of agencies for coordination (should include Migrant Health, Health Department, Migrant day-cares, Telamon Corporation, Department of Labor, local farmers and businesses , local churches, civil organizations, DFCS, (WIC) offices, and others) * Timeline for coordination efforts * Description of process

  35. Section II School District/Local Agricultural Information

  36. Question #1 How will the district create and or maintain a current local agricultural map containing profiles of employers, agricultural activities, crops and/or growing seasons in your area? Please explain how this information will be updated during the year (each semester minimum).

  37. Required Items * Reference to creating a map - digital or paper * Map will contains employment locations, agricultural activities, crops and/or growing season. * Include how the employer roster will be created and maintained. List should include name of Business, business address, name and phone number of contact person. * How often the LEA will update the information - each semester minimum - preferred 3x a year or as often as needed (typical dates of 9/1, 1/1, and 6/1).

  38. Question #2 How will the district create and or maintain a local agricultural map that includes the areas/neighborhoods and labor camps where migrant families may reside? Please explain how this information will be updated during the year (each semester minimum).

  39. Required Items * Reference to creating a map - digital or paper * Reference to plotting on the map the locations of migrant participants residences or areas where families may reside. * How often the LEA will update the information - each semester minimum - preferred 3x a year or as often as needed (typical dates of 9/1, 1/1, and 6/1).

  40. Question #3 What is the district’s plan for contacting employers within its boundaries regarding hiring practices, crops and growing seasons in order to identify potentially new eligible migrant families?

  41. Required Items * Reference that contact will be made each semester - phone or in person * Reference that updates and information will be added to the employer roster

  42. Question #4 The district’s list of agricultural activities, local agricultural map, residential map, and list of employers must be readily available to be shared with the GA DOE MEP staff throughout the current school year when requested and/or needed. Where will this information be stored in the district? (Please ensure to keep all this information current and on file).
