Progress report on the Mpumalanga Workplace Centre of Excellence Project • Origin of the project is encapsulated in strategic objective 1 of the NIHE-MP’s strategic plan for 2013/14–2015/16: “Facilitate the coherent provision of higher education programmes that are responsive to the human resource development needs of the Mpumalanga Province”. • Bringing the strategic objective to practise by identifying, based on the needs outlined in the HRDS of Mpumalanga, a key sector that will enable the NIHE-MP to launch a pilot project addressing Work Integrated Learning (WIL) issues mentioned in the Green Paper for Post-School Education and Training and the Mpumalanga HRDS
The Macro Project • The aim of the project is to develop a model that will be implemented to establish Work Integrated Learning (WIL) sites that will lead to workplace centres of excellence and learning incubators to create employable skills and enterprise development • The Project will be piloted through an initiative by the Higher Education and Training sector in collaboration with FETs, Professional bodies, Industry, Organised labour and related Setas • The driving forces behind the proposed pilot project are contained in all the National and Provincial Skills Development Acts and strategies
Progress • The Project team has conducted in-depth secondary (desktop) research on the concepts involved in WIL • The project team networked extensively with the HRDS task team, National Government (NSA, ETDP and other SETAs), Provincial Government Departments (DEDET, MDE, Office of the Premier), and potential accreditation agencies • The project team was invited to form part of the NSA’s presentation at the 18 th World Conference on Cooperative & Work-Integrated Education (WACE) which was held in Durban during June 24-27, 2013.
Progress (…2) • The NIHE-MP subsequently appointed Business Enterprises at University of Pretoria (Pty) Ltd to develop the technical proposal for the MWCoE position paper and rollout plan • The contract includes the compilation of a template on which various funding requests can be based and submitted • Subsequent networking with the MEC for DEDET resulted in a draft submission to DTI upon which the NIHE-MP has now been requested to prepare a formal incubation related request on behalf of the DEDET

MWCoE: Strategy to convert skills development into economic development
Envisaged outcome of the establishment of the WoPCOE • Ultimately culminate in best practices for the Workplace Centre of Excellence concept • Endorsed as a national training and development initiative by Higher Education and Training, Provincial Government and industry. • Proven success story of a public-private partnership initiative that brings manufacturing, industry, “Post School” Education and Training and government impetus together.
