  2. Some background and context for those of you new to the FC&PS roadmap • The role of FC&PS • Its mission and the problems that we are trying to tackle • How we have reached today and the initial roadmap • Results so far and future aspirations

FC&PS: Mission Statement “………………is to encourage the timely development and implementation of new communications and positioning solutions that will meet and develop the needs of the rail industry’s technical strategy. It will achieve this through a) facilitating the development of cross-industry consensus and common implementation practices; b) promoting the standardisation of interfaces; c) maintaining awareness of emerging technology from outside the rail industry and d) contributing towards continuous improvement via sharing of experiences and lessons learnt” Achieved through a two way dialogue between FC&PS AG and key industry stakeholders

Scope and Members ….focus on selected technologies (e.g. satellite positioning and Digital Broadband Wireless Communication - DBWT) that have the potential to help the railway industry meet its strategic objectives…..will demonstrate its contribution to these objectives by meeting the technology needs of specific applications identified in the TSAG strategic roadmap and/or the FC&PS AG roadmap. Members are cross industry and include ATOC, Network Rail, ROSCOs, suppliers, ORR, RSSB, DfT

Rail Technical Strategy • Published by DfT in 2007 • Industry group TSAG looking at implementation strategy • Route mapping exercise 2008 • Vision of a railway that optimises on cost, carbon, capacity and customer (4 C’s) • Intelligent train vs. low cost infrastructure, differentiation, focus on customers

  7. FC&PS Published guidance notes • GE/GN 8579: Digital Wireless Technology for Train Operators • GE/GN 8578: Use of Satellite Navigation (revision planned 2010) • GE/GN 8577: Application of Selective Door Operation Systems (revision planned 2010)

Engagement with stakeholders Vital to the work of FC & PS • Supply industry – use of “COTs” technology, innovations • Users and procurers – technology benefits, standardised approach • Operators – understanding their needs and tailoring to fit • Strategic leaders – impact of growth in comms technology Essential that FC&PS become a more “outward facing” advisory group

  9. FC&PS also influenced by….. • ERTMS and GSM-R deployments – GSM-R capacity constraints • Digital Britain – rail aspirations • New train procurements and major projects • Re-franchising • Livetrain, IRISS • DfT research: integrated passenger information, ERTMS L3

Case study – satellite navigation • The problem • The railway environment poses many practical and technical challenges for autonomous positioning • Today, there is no integrated COTS solutions that includes all of the necessary capability AND at the right price • So FC&PS produced a guidance note that… • Provides practical recommendations to users to make sure that they learn from previous lessons • Informs the navigation industry on our needs and influences their product roadmaps • Becomes a de-facto standard in rolling stock procurements • FC&PS is still working to connect together the rail and navigation communities to work out what can be intelligently procured in the short to medium term

Why did we commission a roadmap? • The cost of adapting existing technologies to meet the needs of the railways can be immense • The purpose of this roadmap is to… • ensure that developments in comms and positioning are linked into the requirements of the rail industry • Gain maximum benefit from new technologies by (where possible) inputting into their development • Inform industry decisions on the timing and roll-out of strategic applications and services • Indicate critical go/no-go decisions on project implementation • Identify best practise, common standards and new collaborative methods for procurement

Some of you provided valuable input into our September 09 workshop • A wide range of industry stakeholders participated in the development of the initial roadmap • Focused upon short term (<2020) priorities • The key questions which this roadmap addresses are: • What are the applications which drive the requirement for positioning and communication services? • In what timeframe is it foreseen that these applications be introduced? • What are the timeframe implications for positioning and communication services? • What are the importance of the various positioning and communication services? • What conclusions can be drawn with respect to the timing and importance for the introduction of various technology services on the GB railways?

  15. Today we will re-visit the big issues that were dug out at the last workshop • Almost all of the communications and positioning technology requirements are immediate. If the industry is to minimise the continued piece-meal development of solutions the actions identified above do are required as soon as possible. • Data services rather than voice services are the most important area for communications requirements (and in particular mobile) • Management of the data generated and required by the various applications is and essential and critical adjunct to the provision of communication and positioning services • The development of common industry standards and implementation guidance as well as well-defined open interfaces will be essential • Common procurements or shared services are the logical and most beneficial way ahead for the industry

  16. FC&PS will continue to meet the potential demand by… • Standards (avoiding rail specific solutions) • Phased migration • Innovative service provision and procurement • Flexing the requirements FC&PS developing a focussed work plan of activities
