The need for indicators • Benchmark against other initiatives, domestic and international • Measure progress - Independent and quantitative assessment of goals and expected impacts • Target policies to those most likely to benefit • (Re) Direct resources where they are most needed • Communicate results Measurement as a policy tool…

Why measure ICT? • WSIS action plan calls for: • National ICT connectivity indicators in the context of the development of national e-strategies • Targets for the information society at the national level in the framework of national e-strategies • Successful experiences in mainstreaming ICT compiled and posted on international organizations’ web sites Measurement for sharing best practices…

MDG & ICT Indicators and Targets • 1) The Broad Picture: • Global goals adopted at the UN Millennium Summit to address the pressing challenges of the developing world • 8 goals, 18 targets and 48 indicators • 2) Monitoring the MDG • World Bank Development Report • Human Development Report • Regional Development Reports • National MDG Reports • Goal 8 and Target 18 – Measured by the ITU Telecommunications Development Report

ICT Indicators: Access, Use, Readiness and Impacts Readiness: What appropriate and effective elements (infrastructure and policies) have been put in place to ensure the rapid adoption and widespread use of ICT? Access:How widely diffused and accessible are ICT across all regions and sectors of society? Use:How is ICT being used by business, government and civil society? What innovative e-applications are being developed and used? Impact:How is ICT an enabler for social and economic growth? How is ICT enhancing development opportunities at local, national and international levels?

  6. Global ICT4D Indicators • ICT4D Partnership on the development of common set of core ICT readiness, access and use indicators. • (UNCTAD, ITU, UN Economic Commissions, World Bank, UN ICT Task Force and UNESCO. • UN ICT Task Force - Impacts measurement:

UN ICT Task Force • Multi-stakeholder group with members from national governments, the private and non-profit sectors, and international organizations • Primary objectives: • Promote ICT policy coherence across the UN system and with other international organizations • Provide policy advice to the UN Secretary General on the effective use of ICT to further development • - Catalyst for partnerships and ICT4D initiatives • - 6 working groups and 5 regional networks

A framework for ICT impacts measurement • Elaborate the conceptual framework that exists between ICT and basic development goals (in progress) • Define specific targets and milestones for ICT4D int’l relevant to the MDG (in progress) • Match the proposed ICT targets with the targets set out in MDG and monitor progress • Clarify the operational roles and responsibilities of int’l agencies for the collection, compilation and comparison of statistical data pertaining to ICT4D • Integrate, in concert with above agencies, key statistical indicators into an ICT benchmarking report for the World Summit in 2005

Road Map to Tunis and Beyond • Current: Survey of current ICT data collection methods, development of a framework for action to monitor, measure and report on progress in applying ICT to further development • February 2005 (WSIS Thematic Session): Presentation of core ICT indicators • September 2005 (UNGA): Case studies with an analysis of effects of ICT on development, identification of gaps and areas for further study in ICT impacts measurement • November 2005 (WSIS): Development of ICT targets and milestones • 2004-2015: Periodic reporting on ICT readiness, use and impact

  10. ePol-NET • A global initiative bringing together international development organizations, national governments, the private sector and civil society. • Supports the efforts of developing countries to elaborate ICT policies and e-strategies through the provision of resources and policy experts. • Current partners include the UN ICT Task Force, ITU, UNECA, UNCTAD, UNDP, Accenture, CTO, and the Governments of Canada, France, Japan, United Kingdom and Ireland.
