Executive Order No. 359 Establishment of PS Regional Depots RATIONALE To facilitate its delivery system in other parts of the country, Regional Depots were established to provide government agencies better access and one-stop shop for their common use supplies, materials and equipment requirements offered by the Procurement Service. Organization & Management Depot operations shall be supervised by DBM Regional Offices covered by a MOA between the PS, Executive Director & DBM , Regional Directors. June 2,1989 Pres. C. Aquino

  2. The Procurement Service Regional Depots Procurement Regional Depots: Being the government’s overall ‘marketer’, PS has expanded its scope in terms of goods, materials and services it procures. The need to promote PS’ products and services has also expanded over the years reaching various areas in the Philippine Archipelago. With the goal of providing every government agency of quality common use supplies, materials and equipment at the lowest cost, the PS has established depots in various regions across the nation in accordance with EO No. 359. The very first depot that has PS operated was established in June 18, 1998 and is located in Region V (Legaspi City). The next two depots were launched in March 26, 2004 in Region XI (Davao City) and in Region VI Province of Negros Occidental in March 29, 2004. Region X (Cagayan De Oro City) was set-up in September 17, 2004 same year. Six (6) depots were opened in year 2005 these depots are Cordillera Administrative Region (Baguio City) was launched in February 22, Region I (San Fernando, La Union) September 19, Region II (Tuguegarao City) February 2, Region III (San Fernando City, Pampanga) February 15, Region VII (Cebu City) July 2, Region VIII (Tacloban City) December 1, and NCR (UP Campus, Quezon City, Manila) June 1. In the year 2006 two (2) more depots were launched, Region XII (Koronadal City) March 13 and Region XIII (Butuan City) September 18. Consequently, the establishment of all the depots in the country followed suit. The depots are operated by the DBM Regional Offices. The only depot that is operated by a local government unit is the depot in Region VI the Province of Negros Occidental which is being supervised by the Provincial Government of Negros Occidental. Significantly, the thirteen (13) PS, Regional Depots are now operating using a data base system called, the Regional Depot Database System (REDDS), designed by Regional Depot, CAR. It was designed to accelerate the efficiency of daily operations including the preparation of the monthly reports of regional depots , such as: the Monthly Delivery Receipts, Price Quotations, Stock Position and Summary Purchases of clientele agencies. With the use of the REDDS, the monitoring of available stocks carried as inventory in the depot warehouse as well as out-of-stock items (in real time) can be determined. Likewise, to facilitate the cashiering operations, the automation of the issuance of Official Receipts for all purchases made by clients was also instituted by Depot-CAR.
