  2. 13.1.3.1 Time Period for Telephone Calls – General Rule • In all sports other than football, one telephone call to a prospect or a prospect’s relatives or legal guardian may be made during March of the prospect’s junior year in high school. • In sports other than football and basketball, subsequent telephone calls to a prospect [or the prospect’s relatives or legal guardian(s)] may not be made before July 1 following the completion of the prospect’s junior year in high school (subject to the exceptions below – refer to NCAA manual); thereafter, staff members shall not make such telephone calls more than once per week. 4/29/04 effective 8/1/04) Question 1: Is one telephone call used in March if the prospect is not available to receive the call and a conversation is conducted with the parents of the prospect?   3. Answer 1 (13.1.3.1) YES. The one telephone call would be used if there was more than an exchange of greeting between the UVa coach and the parents of the prospect. BACK NEXT

  4. Contacts 13.1.1 Contactable Prospects • 13.1.1.1 High-School Prospects. In all sports other than football, it is permissible to make one in-person, off-campus recruiting contact with a prospect or a prospect’s relatives or legal guardians on the prospect’s high-school campusduring April of the prospect’s junior year in high school (subject to applicable recruiting calendar restrictions). Thereafter, in-person, off-campus recruiting contacts shall not be made with a prospect or the prospect’s relatives or legal guardian(s) before July 1 following the prospect’s completion of the junior year in high school.   5. 13.1.7 Contact Restrictions at Specified Sites • 13.1.7.1 Prospect’s Educational Institution. Any staff member desiring to contact a prospect at the prospect’s high school, preparatory school or two-year college first shall obtain permission for such contact from that institution’s executive officer (or the executive officer’s authorized representative). • Contact may be made only when such permission is granted. • Member institutions also are bound by this provision when recruiting foreign prospective student-athletes. Suggestion: Obtain permission to contact from either a) principal, b) guidance counselor, or c) high school coach. Question 2: At a prospect’s high school, may a club coach introduce a junior PSA to a UVa coach who is visiting the high school during the month of April? BACK

  6. Answer 2 (13.1.7) • YES, if the club coach is the high school executive officer’s authorized representative (i.e.; principal, headmaster,etc). NOTE: Prior to conducting the contact, it is the responsibility of the UVa coach to receive confirmation from the high school executive officer whether the club coach is, in fact, the authorized representative for the high school executive officer. • NO, if the club coach is not the high school executive officer’s authorized representative (i.e.; principal, headmaster,etc).   7. 13.1.7.2 Contact Restrictions at Practice or Competition Site Recruiting contact may not be made with a prospect prior to any athletics competition in which the prospect is a participant during the day or days of competition, even if the prospect is on an official or unofficial visit. Contact includes the passing of notes to a prospect by a third party on behalf of an institutional staff member. • Such contact shall be governed by the following: (a) Contact shall not be made with the prospect at any site prior to the contest on the day or days of competition; (b) Contact shall not be made with the prospect from the time the prospect reports on call (at the direction of the prospect’s coach or comparable authority) and becomes involved in competition-related activity (e.g., traveling to an away-from-home game) to the end of the competition even if such competition- related activities are initiated prior to the day or days of competition; (c) Contact shall not be made after the competition until the prospect is released by the appropriate institutional authority and departs the dressing and meeting facility. Question 3: May a coach make contact with a PSA at the prospect’s high school prior to the prospect’s departure for an away from home competition? BACK

  8. Answer 3 (13.1.7.2) NO. On that day, it is not permissible to make contact at any site prior to the prospect’s departure for the contest. However, it is permissible to contact the prospect on the high school campus following the conclusion of the contest • once the the prospect returns to his/her high school, • is released by the appropriate institutional authority (e.g.; coach) and; • departs the dressing and meeting facility.   9. 13.1.8.1 Visit (Without Contact) to Prospect’s Educational Institution • A visit (without contact) by a coaching staff member to a prospect’s educational institution counts as an evaluation for all prospects in that sport at that educational institution. (Adopted: 1/10/92) Question 4: Does it still count as a contact if a UVa coach checks in at a high school and is informed the junior prospect is out sick for the day? BACK

  10. Answer 4 (13.1.8.1) NO, it does not count as a contact for that junior prospect. However, it does count as an evaluation for that prospect and all prospects in that sport for the high school. NEXT

Case Study #2 Answer NO, the coach must inform the parents that NCAA rules do not permit contact with parents in April unless the contact is at the prospect’s educational institution or not until July 1 at any location (13.1.1 & 13.1.7.2). However, it is permissible to contact the parents on the prospect’s high school campus following the conclusion of the contest. RETURN TO QUESTION NEXT

Summary(Contintued) During the Month of April • A UVa coach may contact a junior on the prospect’s high-school campus and must obtain approval from the prospect’s educational institution executive officer (or the executive officer’s authorized representative) in order to contact a junior (13.1.1 & 13.1.7) . • Contact with a Junior PSA, parents, legal guardian or relatives may occur at the prospect’s high school, prep school or two-year college campus (13.1.1). • A contact with a junior PSA may not occur, at any site, on any day a prospect is to participate in any competition (13.1.7.2). • An evaluation is used when a coach visits a prospect’s school and does not conduct a contact (13.1.8.1).
