  2. ADR 2007 • Adoptionof a new set of amendments • Entry into force 1 January 2007 for international road transport • Six month transitional period • Entry into force on 1 July 2007 at the latest for domestic traffic for member States of the European Union 2006 IRU Academy Seminar

ADR 2007Part 1 (1) • Exemption for uncleaned empty static storage vessels • Carriage in a transport chain including maritime or air carriage - Transport units marked and placarded in accordance with the IMDG Code shall be accepted for carriage provided that the orange-coloured plate marking provisions of ADR are complied with. ADR 2007Part 1 (2) • Definition of Overpack - « single consignor » usage restricted to Class 7 • Definition of Capacity of shell or shell compartment • Definition of Tank record - file which contain all important technical information concerning a tank, a battery- vehicle or a MEGC - shall be retained by the owner or the operator - shall be maintained throughout the life of the tank and retained for 15 months after the tank is taken out of service 2006 IRU Academy Seminar

ADR 2007Part 1 (3) • Safety adviser - The examining body should not be a training provider - More detailed requirements for examinations • Reporting of accidents and incidents - Report on occurrences also required for serious accidents or incidents during loading, filling and unloading • Transitional measures - Use of pressure receptacles, fixed tanks, demountable tanks, battery-vehicles, tank-containers and MEGCs designed and constructed in accordance with technical codes no longer recognized - Use of vehicles first approved before the entry into force of ADR 2007 2006 IRU Academy Seminar

ADR 2007Part 2: Classification (1) • Default classification of fireworks - Default firework classification criteria agreed by UNSCETDG - New default table for the assignment of fireworks to hazard divisions on the basis of analogy • Classification of mixtures of oxidizing substances with combustible organic substances - Clarification for the classification • Harmonisation with the GHS criteria - Class 3: Harmonization of the flash point upper cut-off value for packing group III in line with GHS (60 °C) - Class 6.1: Alignment of the criteria for acute toxicity with the GHS criteria Harmonized criteria for supply, use and carriage 2006 IRU Academy Seminar

ADR 2007Part 2: Classification (2) • Classification of infectious substances - New definitions of Cultures and Patient specimens - Rearrangement of the text concerning exemptions - Additional conditional exemptions for human or animal specimens - Possibility to refer to the European Waste Catalogue for the classification of medical and clinical wastes - New proper shipping name for UN 3373 (“DIAGNOSTIC SPECIMENS or CLINICAL SPECIMENS” is replaced by “BIOLOGICAL SUBSTANCE, CATEGORY B”) - New requirements for the carriage of infected animal carcasses 2006 IRU Academy Seminar

ADR 2007Part 3 (1) LIST OF DANGEROUS GOODS, SPECIAL PROVISIONS AND LIMITED QUANTITIES • New and amended entries in Table A -New entries for paint and related materials which are both flammable and corrosive (UN 3469 and 3470) - UN 1463: additional toxic subsidiary risk - Amendment of the existing entry and addition of a new entry for: Formic acid • UN 1779 for FORMIC ACID with more than 85% acid by mass (flammable subsidiary risk) • UN 3412 for lower concentrations (no subsidiary risk) Propionic acid • UN 3463 for PROPIONIC ACID with not less than 90% acid by mass (flammable subsidiary risk) • UN 1848 for lower concentrations (no subsidiary risk) 2006 IRU Academy Seminar

ADR 2007Part 3 (2) LIST OF DANGEROUS GOODS, SPECIAL PROVISIONS AND LIMITED QUANTITIES • New and amended entries in Table A - Amendment of the existing entry and addition of a new entry for aqueous solution of hydrazine, packing group I (flash point of more than / not more than 60 °C) (UN 2030) - New entry for fuel cell cartridges containing flammable liquids (UN 3473) - Deletion of special provision V2 for 1.4S substances and articles: 1.4S explosives do not have to be carried in EX/II or EX/III vehicles - Deletion of entries • UN 2662 and 3435: Review of the toxicity data • Gases: deletion of specific entries for some gas mixtures • Organometallic substances which were assigned special provision 320 (deletion of entries covered by systematic classification of organometallic substances) 2006 IRU Academy Seminar

ADR 2007Part 3 (3) LIST OF DANGEROUS GOODS, SPECIAL PROVISIONS AND LIMITED QUANTITIES • New and amended Special provisions - SP 216 for solids or mixture of solids containing flammable liquid, n.o.s., amended to include articles (such as marker pens) - SP 251 amended to include repair kits - New SP 322: possibility to classify powdered or granular mixtures of hydrated calcium hypochlorite in packing group III when in tablet form - New SP 330 for alcohols containing up to 5% petroleum products (base mixture for alcohol fuels in automobiles) - Modification of the scope of SP 601 (exemption for pharmaceutical products) 2006 IRU Academy Seminar

ADR 2007Part 3 (4) LIST OF DANGEROUS GOODS, SPECIAL PROVISIONS AND LIMITED QUANTITIES • New and amended Special provisions - SP 617 for blasting explosives amended: the commercial name of the substance is no longer required in the transport document - Clarification of SP 651 (carriage of fireworks) - New SP 652 for the carriage of gas receptacles used for hot air balloons brought into service before 1 July 2004 - New SP 653 for the carriage of carbon dioxide in cylinders with a maximum capacity of 0.5 litres … 2006 IRU Academy Seminar

ADR 2007Part 4 PACKING AND TANK PROVISIONS • Use of packagings - Amended provisions for the carriage of liquids and solids in pressure receptacles (4.1.3.6 and consequential amendments in packing provisions) - P800, packing provision for UN 2803, Gallium and UN 2809, Mercury: capacity of steel flasks or bottles raised from 2.5 L to 3 L - IBC02, BB2, IBCs shall only be used for UN 1203 when the actual vapour pressure is not more than 110 kPa at 50 ºC, or 130 kPa at 55 ºC … 2006 IRU Academy Seminar

ADR 2007Part 5 (4) CONSIGNEMENT PROCEDURES • Documentation - Sequence of the dangerous good data elements: UN 1098 ALLYL ALCOHOL, 6.1 (3), I - Amendments of the requirements for empty means of containment, uncleaned/possibility of using transport documents prepared for the full‑capacity carriage (5.4.1.1.6) - Carriage of self-reactive substances and organic peroxides: • copy of the approval with conditions of carriage has to be attached to the transport document • language of the competent authority approval - Use of the words “Delivery sale” in the transport document instead of the name and address of the consignee in the case of deliveries to multiple consignees (subject to competent authority agreement) 2006 IRU Academy Seminar

ADR 2007Part 6 REQUIREMENTS FOR THE CONSTRUCTION AND TESTING • Portable tanks and UN MEGCs - List of standards describing methods acceptable for performing the impact test replaced by a reference to the Dynamic Longitudinal Impact Test in the UN Manual of Tests and Criteria • UN MEGCs - Update of the CGA standards and related requirements for pressure relief devices • Technical codes no longer recognized (6.8.2.7) - Transitional measures (1.6.3.31 and 1.6.4.9): existing tanks may still be used - Technical codes recognized by Competent Authorities will be made available on the UNECE website 2006 IRU Academy Seminar
