In a Commission of Strategic Development meeting Subject: Vouchers to stimulate consumption Someone said, “The government should give vouchers to citizens to stimulate consumption” I said, “I don’t think it works. Firstly, the economic downturn would last at least 18 months, one off measures of such a small scale would hardly make any impact. Secondly, if financial outlook is bleak, people would simply use the vouchers to substitute their own spending. This will not increase their spending and thus such measure will have no impact on the aggregate demand. Job creation programmes would be far more effective. Even loan programmes for people unemployed and yet not eligible for CSSA can help them release their financial hardship and reduce the negative impact of unemployment on aggregate demand. ” M.Soc.Sc. in Social Service Management

Someone said, “we should introduce negative income tax program instead of minimum wage” I said, “While I am supportive of negative income tax or income supplement programmes. However, in all countries having income supplement programmes, they already have a minimum wage programme. Is it fair?” I said, “In YTM, every economically active person there is 2.4 jobs. In Yuen Long, there is only 0.46 jobs.
