Introduction • Industry developed ultra wide band short-range radar system (UWB–SRR) for road safety purposes using 24 GHz technology • Collision danger detection and automatic braking • Problem: 24 GHz band is already used for different applications(e.g. radio astronomy and police radar) • Decision 2005/50/EC: 24 GHz systems usable for a limited time under special restrictions, avoiding interference with other applications • Long term: 79 GHz band will be used • Decision 2004/545/EC: 79 GHz band is unlimited for automotive SRR

The range of frequency and radiated power is limited Observation if harmful inter-ference occurs with other applications Exclusion zones are determined around relevant radio astronomy stations Fundamental review by December 31st, 2009 The total number of 24 GHz vehicles shall not exceed 7% in each MS (Article 5) MS, manufacturers and importers must deliver sufficient informationabout 24 GHz equipped vehicles No new 24 GHz vehicles allowed later than July 1st, 2013 Decision 2005/50/EC Restrictions for the use of automotive 24 GHz SRR applications:

Annex: Monitoring information Following data shall be collected on a yearly basis: • Number of 24 GHz vehicles produced and/or placed on the market and/or registered for the first time in the reference year in the Community • Number of imported 24 GHz vehicles from outside the EU • Total number of vehicles in circulation • All data shall be accompanied by an evaluation of uncertainty Additionally information, which could assist the Commission maintaining an adequate overview on the continued use of the 24 GHz range radio spectrum e.g. market trends, retrofitting, progress of alternative technologies (79 GHz)

Monitoring process (ctd.) • Objectives • to ensure that SRR-equipped vehicles shall not cross the 7% penetration rate in MS until mid-2013 • to give the Commission and MS sufficient notice if there is a likelihood of reaching this threshold • Context • small possibility of the 7% threshold being reached in any MS by 2013 • nevertheless appropriate that the process be established …(not least as an example for future similar cases) • not meant to „track“ single 24 GHz vehicles or to discourage the use of this technology • important to maintain a sense of proportion

Clarifications • no data collection by SARA itself; neutral body required (KBA) • all vehicles are to be monitored irrespective of the fact if the manufacturer is member of SARA • manufacturers notify KBA of produced 24 GHz equipped vehicles which may be contrasted to registered vehicles at MS level • precise calculation of the percentage only if 7% level is going to be reached • details of – electronic – data exchange with KBA have to be clarified (with EReg)

Clarifications (ctd.) • KBA will use figures from ACEA for the total European fleet to calculate the European fleet penetration rate • penetration rate in MS to be calculated by themselves; KBA will supply the numbers and VIN to them • from 2009 on the report is to be based on year end numbers(statistics of complete fleet usually based on January 1st) • check of all VIN codes unlikely to be required for the next years • possibility of VIN code checks against vehicle registration data • cross-border sales (plus/minus) – laid up or destroyed vehicles (minus) (keep in mind that KBA will calculate for Europe as a whole anually) • cross-border traffic remains irrelevant to this monitoring

Status/Next steps • basic acceptance of the process by MS (through RSC) • KBA will be ready to begin monitoring in July, 2007 • state of affairs at the other authorities? • details of data exchange have to be clarified (e. g. E-Mail/File-Transfer, data format) • competent persons etc, addresses please mail to KBA:24GHz-Monitoring@kba.de Target Fully established process by December, 2008
