  1. Maintenance RFP Update Anthony hinds Procurement officer February 14, 2012

  2. UPDATE Proposals were opened January 31. We received two proposals. Proposals very comparable in terms of benefits offered, salaries, and overall costs. Both proposals have a salary match component Proposals have flexible options such as management only options, hybrid options, and total take-over References regarding level of service have been checked and are positive in nature

  3. UPDATE – ENERGY PROJECTS One proposal has outlined in detail energy savings measures and how they would fund said upgrades. No upfront money from IWCS, paid out of savings. One has stated that they would provide a study of energy at no charge, but did not commit to the funding mechanism outlined in the RFP.

  4. UPDATE – HUMAN RESOURCES One proposer has a leave plan similar to our current plan. Workers will be retained under both proposals. Both proposers, per instruction in RFP, have proposed industry averages for salary. Both have given options to Board in regards to salary. Both offer several tiers of health coverage. One has made offer to subsidize health coverage with additional salary. Both offered a 401k plan with up to 3.5% match.

  5. POTENTIAL SAVINGS One proposal outlined the following Potential Savings Salaries – 85,000 should Board choose industry average Energy - $300,000. Based on a full-time energy consultant Contracted Services – $250,000. This is based on industry averages for square footage. THESE NUMBERS ARE CONTRACTOR PROVIDED AND NEED TO BE VERIFIED DURING DECISION PROCESS

  6. COMMITTEE MEETING – FEBRUARY 4 Concerns expressed by Committee Potential loss of control of department Potential lack of ownership Contract needs to be laden with accountability Committee observations/comments to Board Current situation shows lack of planning and accountability Lack of organization and/or expertise No opportunity for growth of current employees RFP Grading Sheets to Committee on February 8.

  7. RECOMMENDATIONS Committee requests more time to thoroughly review proposals. Tentative meeting set February 15. Should you direct us to continue, committee has stated that a contract/recommendation will be made in the March meeting. Allow committee to review savings claims and provide references to that effect.
