  3. Access to gateway • Access is authorized by the Indiana Education Employment Relations Board • As with other Gateway submissions, the Authorized official is the School Corporation superintendent or designee • Username and password are assigned specifically to a person and are not to be shared; if multiple staff are required to use the application, please request individual access codes • Submission is the sole responsibility of the School Corporation superintendent, regardless of whether a designee-staff enters the data, the superintendent must handle the actual “Submit” process on Gateway • Contact for authorization: Pat Mapes – gateway@ieerb.in.gov

  4. Access: Login • As an authorized (by IEERB) school corporation user, you will go to this URL to login, using your assigned username and password https://gateway.ifionline.org/login.aspx

  5. Access: If you have Browser issues • Every attempt is made to make the Gateway application compatible with a variety of internet browsers • However, older browser versions sometimes cause issues – we recommend using IE10, Firefox, or Chrome to access Gateway • Sometimes, your local intranet/networking office may block “https” secure sites and you may need to contact them to allow use of this site • If you do experience problems, please contact IBRCtech@iupui.edu to report the problem – including a screenshot can be very helpful!

  6. Applications on gateway • After logging into Gateway, you will see the applications available to local governments and schools. • There are TWO applications for use in reporting on collective bargaining – the first is the Collective Bargaining Reporting and the other allows for uploading the actual contracts (as PDFs). • This guide will focus primarily on the Reporting application, with information using the Upload tool at the end.

  7. Collective Bargaining Reporting • From the Select Application screen, click on the icon or text for Collective Bargaining Reporting. You will then see the Select Unit from List screen – your school corporation should be the only one listed and you will click on that unit.

  8. Select Year • Since this is the first year of online reporting, the only year to select will be 2013.

  9. Main menu • The Main Menu is the place where all of your work really begins. Because we use “breadcrumb” navigation, you can always get to the Main Menu from wherever you are in the application. Breadcrumb navigation always let’s you know where you are

  10. Main menu • There are three components to the application and their purpose is explained on the menu. Your first task is to use the Collective Bargaining Reporting component, which is where you will enter all of the required data.

  11. Main menu • After you have entered information into the entry component, you can also view that information in a “report” format by click on Report Outputs.

  12. Main menu • Submitting the Report, officially, is critical. You do this as a separate function, by clicking on the Submit Report in the main menu. Go through the submission process only when you are sure all information has been entered correctly. • Submission constitutes legal submission to the Indiana Education Relations Board. Once you have submitted your report the only way to go back to edit is to contact IEERB to re-open your report.

Entering your data • From the main menu, click on the Reporting section to begin. • There are seven individual parts to fill out, but overall it should take less than an hour to enter all the information provided you have it on hand – you’ll want to review the next seven screens to see what information is required is each part. • Be sure to complete each part and then click on the Save and Continue button at the bottom of the page. At that point, the information is saved and you can log out and come back. • How the entry navigation works is straightforward – fill out each part, click on Save and Continue to get to the next part. If you need to logout and return, you will need to go through each part until you reach the un-entered ones.

Part Vii • If you answer “Yes” to having either dental or vision, you need to fill out at least one of these (dental OR vision) or fill out both. • DO NOT put in a dollar sign – just the whole dollars/cents • BACK button will take you back, but you will lose your work unless you had selected Save and Continue

Submit Report • Once you are completely satisfied with your entries and they are complete, you can click on the Submit Report in the main menu. • At that point, you will attest to the completeness and accuracy of the information and click on SUBMIT, finalizing your submission. • You will receive an email from Gateway indicating you have submitted the Collective Bargaining Report and the date and time.

  25. Report outputs • The Report Outputs allows you to view your entries in a PDF or excel format. • This can be helpful in reviewing your input prior to Submission or for sharing with others in your organization.

  27. CBR Contract Upload You are also required to upload your contract(s).

  28. CBR Contract Upload • The contract file needs to be in PDF format. • Enter the contract start and end dates. • Browse your computer for the file and then click Upload.

  29. CBR Contract upload • Once you have successfully uploaded the contract file (PDF) you will see this screen. • You can click on VIEW FILE to double check. • If you uploaded the wrong file, you can click on Reset Upload and go through the process again.

  30. Whom to contact • Gateway is managed by the IBRC at Indiana University in partnership with multiple state agencies, including the Indiana Education Employment Relations Board. • The IBRC is responsible for the technical side, so please contact them with any issues you have with the system itself – email ibrctech@iupui.edu. • The IEERB is responsible for the reports you submit and can handle questions you may have about specific items of data -- email gateway@ieerb.in.gov.

  31. Public reporting • Gateway also has a public facing portal that will provide access to these data once the reporting period is complete. • The Collective Bargaining data will be made available here through the Report Builder and the Download Data option.
