IPAL Areas of Possible Analysis • What progress is being made at the division level? • What progress is being made at the school level? • How are schools’ HQT percentages compared to the state average? • Are there particular grade spans that appear to have more HQT issues than others? • What are the data trends per school over several years? • Which content areas have the greatest number of non-highly qualified teachers? • Are particular teachers showing up as non-HQ several years in a row? Looking Ahead… • Must continue to focus on 100 percent HQT • Must continue to ensure that students in high- poverty/high-minority schools have equitable access to highly qualified and experienced teachers • Enhance focus on teacher and principal effectiveness by: • Improving evaluations and training • Linking of teachers to student achievement measures • Considering multiple measures of teacher performance [ESEA, Section 2141(a-b)]

Enhanced Focus on Teacher and Principal Effectiveness • States and school divisions must implement teacher/principal evaluation systems that include multiple measures of performance • At least 40 percent must be tied to student achievement • Student growth measure (if available) • Student achievement goal setting • Implement training for teachers and principals

Budgeting: Uses of Funds • Reminder of allowable uses of funds: • Professional development in federal core content areas • Classroom management; use of data; improving academic achievement for special populations; instructional strategies; integrating technology into curriculum; professional development for principals and superintendents to become better instructional leaders • Title IIA funds may not be used for: • First Aid/CPR/defibrillator/Epi-Pen training • Crisis management; school safety training* • Update related to technology equipment * Contact Title IIA specialist at VDOE with specific questions if training is for school principal [ESEA, Section 2123(a)(2-4)]

  19. Recalculation of Private School Set-Asides

  20. Retroactive Calculations from 2007-2010 • Required for all school divisions with participating private schools from 2007-2010 as result of inquiry to United States Department of Education (USED) • Templates and sample notifications provided to school divisions (May-June, 2012) • Additional consultations necessary if more services are indicated and have not yet been provided • Adjustments to application budgets/private school pages • Plan of action completed in fall 2012. If modified, updated plan should be submitted to Title II, Part A, specialists at VDOE.

Determining Private School Set-asides If Not Required to Recalculate Retroactively Or No Additional Services are Warranted based on Results of Recalculations: If Required to Recalculate Retroactively AND Must Provide Additional Services • On Private School page of application: • Enter names of private schools and participation status. • Enter K-12 enrollment of public and private schools. • The set-aside will automatically calculate. • Enter the calculated amount on the appropriate Budget Breakdown page of the application and in Column B of the Budget Summary Page. • On Budget Summary Page, enter the value of additional services to be provided during 2013-2014 based on recalculations and consultation with private schools (in Column A) • On Private School Page of application • Enter names of private schools and participation status. • Enter K-12 enrollment of public and private schools. • The set-aside for 2013-2014 will automatically calculate. Enter this amount in Column B of the Budget Summary Page and Budget Breakdown pages under the appropriate object codes.

Allowable Uses of Funds for Private Schools: Common Issues • It is the responsibility of the public school to plan activities on behalf of private school teachers • Activities must meet the needs of the private school. • Contractual agreements to be paid with federal funds may ONLY be initiated/entered into by the public schools. • Private school officials should NOT be requested to complete purchase orders. • All activities MUST be discussed in advance.

Allowable Uses of Funds for Private Schools: Common Issues • Funds for services to private schools may ONLY be used for professional development • Professional development in federal core content areas (English/reading/language arts; mathematics; science; social studies; foreign language; art; music) • Classroom management; use of data; improving academic achievement for special populations; instructional strategies; professional development for principals and superintendents to become better instructional leaders

Allowable Uses of Funds for Private Schools: Common Issues • Title IIA funds may NOT be used for: • First Aid/CPR/defibrillator/Epi-Pen training • Crisis management; school safety training* • Business, CTE, Physical Education, Stress Management • Nurses, secretarial staff, or other non-instructional staff * Contact Title IIA specialist at VDOE with specific questions if training is for a school principal

Allowable Uses of Funds for Private Schools: Common Issues • If training is hosted by a religious organization: • Payments may NOT be made directly to the organization; only reimbursements may be made to individuals for allowable activities • Only the secular, neutral, and non-ideological portion of activities may be allowed. Prorated reimbursements may be necessary. Consultation is CRITICAL! • Online training • Only reimbursement for allowable activities may be provided. (If provider offers non-allowable content that teachers access, the reimbursement should be prorated accordingly) • How will online activities be monitored? • What are expectations?

Application Terminology • Application – Due July 1, 2013 • Application Revision – submitted after a denial, based on comments from program reviewers • Application Amendment – submitted after initial approval. This is required when programmatic or significant budget changes are made. • A budget transfer request should be submitted after an application amendment is approved.

Transferability • May not transfer any funds out of Title I, Part A • May not transfer funds into Title III • May transfer up to 100 percent of funds, if there are no private schools participating in services funded by Title II, Part A • MUST consult with private schools prior to transferring funds AND must set aside funds to provide services to private schools from Title II, Part A (at least to the amount required under Hold Harmless rules). • Additional funding must also be set aside in program to which funds are transferred to provide private school services as outlined in that program’s regulations.
