  2. EDA Executive An EDA Executive is an individual representing a Command, Service, or Agency (C/S/A). The C/S/A identifies the EDA Executive. The EDA Program Management Office (PMO) facilitates the establishment of the C/S/A Executive in the EDA application. To become an EDA Executive, the identified individual must register in EDA and submit signed security access forms (DD 2875, ROB/AUP, and Appointment Letter) to the EDA Help Desk.

EDA Executive Responsibilities • Determine and submit their User Authorization Structure for their particular C/S/A to the EDA Program Management Office (PMO). • Maintain C/S/A User Authorization Structure within EDA. (add, change, remove, consolidate) - as Required Submit changes to the EDA Program Management Office. • Determine/Appoint EDA POCs to specific communities within the C/S/A. Assign EDA POCs to the C/S/A User Authorization Structure. • Maintain C/S/A CDR Organizations within the C/S/A. (add, change, remove, consolidate) - as Required • Determine/Appoint CDR POCs to specific communities/offices within the C/S/A. • Assign CDR POCs to the C/S/A CDR Organizations/Offices.

Executive Responsibilities – Cont. • Liaison between C/S/A organizations and the EDA POCs. • Monitor EDA POC Account Administration Activity. • Inform User and EDA POC Communities of EDA Activities • and scheduled releases. • Direct/Assist EDA POCs in registering in EDA. Approve Registrations. • Assist as required (Registration, forms, process) • Distribute EDA POC training material • Process/Monitor User Account Administration Activities (Registrations, Password Resets and Access Requests) • Process/Monitor CDR Activities (Accept, Resolve, Repost and Report) • Points of Contact for the EDA Program Management Office and the EDA Help Desk. Represent C/S/A and attend EDA Operational Requirement Committee (ORC) meetings

EDA User Authorization EDA offers a distributed User Authorization function that delegates authority for EDA access approval to the appropriate level within the EDA user communities for accurate, efficient and timely user authorizations. An EDA Executive, within each C/S/A, has a capability to define a User Authorization structure that specifically matches their organizational needs. The EDA PMO will establish the desired structure in EDA. After C/S/A setup, EDA Point of Contacts (POCs) are assigned/associated to Activities/Offices within a C/S/A’s authorization structure. EDA POCs are responsible for servicing EDA user access requests and maintaining CDR POCs within their organizations/offices.

EDA POC Assignment to C/S/A EDA Executives have the capability to assign/delegate specific individuals to perform EDA access authorization for a given activity/organization/office within a C/S/A. A Primary and optional Alternate EDA POC may be identified within EDA at each defined C/S/A activity/organization/office. BEFORE “ASSIGNMENT” is allowed within EDA… The EDA POC must register in EDA and submit security forms to the EDA Help Desk. Once the EDA POC capability is established by the EDA Help Desk, the EDA POC may be “assigned” within EDA (Refer to the EDA Executive Processes Training Module for more detail)

CDR Workflow CDR Organizations EDA offers the capability to identify and setup Contract organizations within a C/S/A that are responsible for resolving contract deficiencies found during the payment process for their organization/office. An EDA Executive, within each C/S/A, has the capability to indicate and setup CDR organizations/offices within the C/S/A authorization structure that specifically matches their organizational needs. EDA CDR Workflow utilizes the C/S/A CDR organization information to properly assign a deficiency report to the office/individual that can promptly take action.

CDR Organization Setup • An EDA Executive, has the capability to setup and establish CDR orgs within their C/S/A authorization structure. • CDR organizations/offices are identified • CDR organizations/offices are related to DoDAAC(s) • Not all C/S/A organizations are CDR organizations/offices • CDR Management level within an office is identified • Executives and Assigned EDA POCs maintain CDR POC information • Primary and optional Alternate CDR POCs are assigned to a specific CDR office • CDRs may be assigned to individuals or offices based on the CDR organization/office DoDAAC • ACO and PCO/Buyer users are candidates for CDR assignment and resolution • CDR POCs for the office are candidates for CDR assignment and resolution

  9. CDR POC Assignment EDA Executives and assigned EDA POCs have the capability to maintain CDR POC assignments within their authority. A Primary and optional Alternate CDR POC may be identified within EDA at each defined C/S/A activity/organization/office. BEFORE “ASSIGNMENT” is allowed within EDA… The CDR POC must register in EDA and obtain the CDR POC role. (Refer to the EDA POC Processes Training Module for more detail)

  10. Complete, Sign, and Submit required security forms to the EDA Help Desk • DD Form 2875. EDA requires Parts I and II.
