  2. Federal regulations require states to report graduation rates using a new federal cohort definition1. Under New York’s “old” cohort definition, students who have been enrolled in a school or district for fewer than five months are not counted in the cohort for graduation rate reporting purposes. The new federal definition includes in the cohort any student who has been enrolled one day or longer.2. Under the old cohort definition, students who are incarcerated are considered “transfers” and are not included in the cohort for graduation rate reporting purposes. The new federal cohort definition will count incarcerated youth as transfers only if the student attends a program offering courses that can result in the earning of credit toward a high school diploma. Incarcerated youth who do not attend these types of programs count as dropouts.3. Under the old cohort definition, ungraded students with disabilities are counted in a cohort based on the school year in which they reach age 17. The new federal cohort definition requires that all students be counted in a cohort based upon the year in which they first entered a ninth grade program. Revised Cohort Definitions

Revised Cohort Definitions These revised cohort definitions apply to the 2008 cohort results after 4 years, 2007 cohort results after 4 and 5 years, and the 2006 cohort results after 5 and 6 years. These rules now apply to all school districts, including Buffalo, Rochester, Syracuse, and Yonkers. Aggregations for New York City (city-wide results), Need/Resource Capacity categories (N/RC), and other statewide aggregations (e.g., race/ethnicity, etc.) have always used the “one-day” enrollment rule.

Aspirational Performance Measures - Definitions • Aspirational Performance Measures (APMs) were calculated based on the total number of students in the 2008 and 2007 cohorts as of June 2012 and 2011, respectively (including students who dropped out or transferred to an approved GED program). • Graduation rate is the percentage of these students who graduated with a Local, Regents, or Regents with Advanced Designation diploma. • Regents Diploma with Advanced Designation requires 22 units of credit, passing 7 to 9 Regents examinations with 65 or above, and advanced course sequences in languages other than English, CTE, or the arts. • ELA/Math APM is the percentage of these students who graduated with a Local, Regents, or Regents with Advanced Designation diploma and scored*: • 75 or higher on the English Regents examination, and • 80 or higher on a mathematics Regents examination • * Or who achieved the minimum score accepted by the Department on an approved alternative to a Regents examination (see http://www.p12.nysed.gov/apda/hsgen/archive/list.pdf).
