Setting the Stage • Situation • Retention of highly qualified Airmen in our AF remains high • Current fiscal environment creates number of uncertainties for the DoD • Budget constraints led to personnel reductions & force structure changes • Goals • Provide Airmen information and time to make informed decisions • Operate within funding constraints and authorized end strength • Strategy • Size and shape the force for today and the future • Modernize personnel policies via performance-based emphasis • Approach • Voluntary programs to the maximum extent possible • Focus on retaining high performing Airmen while reducing overages Generally, Airmen in projected overage populations by AFSC and grade or year group will be eligible for voluntary and/or involuntary programs

  6. FY14 Force Shaping Board (FSB)

  7. FSB Eligibility • Officers in 2009 through 2011 year groups (based on TAFCS date) and LAF-J officers • In specified AFSCs and competitive categories • See applicable matrix at FM website (link on summary slide) • Officers with less than 6 yrs TAFCS & less than 15 yrs TAFMS as of 31 Dec 14 are eligible • On promotion list prior to 16 Jun 14 are ineligible • Approved DOS after 31 Dec 14 remain eligible for FSB

FSB General Guidance • Mandatory DOS is 31 Dec 14 • Commanders will complete Retention Recommendation Forms (RRFs) on all officers meeting the board • Unearned portions of education assistance funds, special pay or bonuses will not be recouped for officers not retained • Officers with 6 or more years TAFMS are authorized full separation pay • Officers are authorized TAP benefits • Refer to PSDM for complete criteria and procedural guidance

Involuntary Separation Pay • Calculation: • Members monthly base pay X 12, multiplied by years of service (TAFMS), multiplied by 10 percent • Whole months (rounded) are used for calculation; e.g., 3 months and 6 days rounded to equal .25 of year • Example: • A Capt w/ 6 yrs and 3 months and 13 days of total active federal military service [($5188.80 monthly base pay) x 12 x (6.25 total whole years served)] x 10% = $38,916.00 • Officers eligible to receive separation pay must sign Individual Ready Reserve (IRR) Statement

SECAF Guidance • TERA is Force Management tool vs. entitlement • NDAA: “…temporary additional force management tool…to effect drawdown…” • SECAF has authorized offering TERA, Title 10 USC § 8911 and Title 10 USC § 8914 • Goal: Shape overage AFSCs and mitigate accession cuts by maximizing voluntary losses

  12. TERA Program Overview • Airmen may apply: • Between 14 Jan 14 - 26 Mar 14 • If not eligible, Airmen will be notified within 10 duty days of applying • Applications will be reviewed periodically throughout application window • Final approval / disapproval NLT 1 Apr 14

TERA Eligibility • Officer eligibility criteria: • Capt - Lt Col w/15-19 YOS as of 31 Jul 14 • In overage AFSC -- matrix on myPers website • Officers w / 19 (but less than 20) years of TAFMS as of 31 Jul 14 • Regardless of Core AFSC, year group, or competitive category • Some ADSCs are waiverable - see PSDM • Airmen must retire 1 Aug 14

  14. TERA Exclusions • Airmen are ineligible if: • Already has approved DOS or pending application as of PSDM release • Under investigation and/or pending adverse action • Under appellate review or in confinement • Pending action under the disability evaluation system • Notified prior to submission of retirement application of selection for deployment (AEF or 365-day extended TDY) • Promotion selects, unless decline promotion

  15. TERA Approval Methodology • Not a “first come, first serve” program • Applications “racked and stacked” by: • AFSC • Year Group • Those with no ADSCs approved first, then: • ADSCs/Bonus commitments (least to greatest) • Projected assignment • Commander’s recommendation

  16. Overseas Personnel • Short Tour Locations • Eligible to apply for FM waivers • DEROS month MUST BE Jul 14 • No DEROS adjustments under this program • Long Tour Locations • Eligible to apply for waiver of ADSCs and PCS commitment provided member meets all other eligibility criteria

  17. Deployed/TDY personnel • Deployed personnel eligible to apply for ADSC waivers • Retirement date NLT 1 Aug 14, so members must return from deployment NLT 1 Jul 14 • No extensions of the mandatory retirement date to accommodate deployment return dates or terminal leave

  18. Withdrawal or Change Requests • Reasons include: • “Hardship” uncommon to other AF members • Must not have existed at time application submitted • Each case reviewed on its own merit • Promotion Selection • Must request withdrawal w/in 10 duty days of notification • Submit request via the vMPF • Requests to withdraw an approved separation date to resubmit under this program are NOT authorized

Milestones • 17 Dec 13 - PSDM launched to field w/slides • 19 Dec 13 - Eligible names sent to FSS • 23 Dec 13 - Eligible Airmen / Officers received message directing them to myPers • 14 Jan - 26 Mar 14 - Application window • NLT 1 Apr - Airmen notified of approval / disapproval • 1 Aug 14 - Retirement Effective Date

RIF Board Eligibility • Captains in 2003 through 2008 year groups; Majors in 1997 through 2007 year groups; LAF-J Majors with a DOR of 1 May 2010 to 30 Sep 2013 • In specified AFSCs and competitive categories • See applicable matrix at FM website (link on summary slide) • Officers with less than 6 yrs TAFCS or 18 yrs or more TAFMS as mandatory separation date are ineligible • On promotion list prior to 16 Jun 14 are ineligible • Less than 1 year TIG as of 31 Jan 15 are ineligible • Approved DOS after 31 Jan 15 remain eligible for RIF

  24. FY14 Voluntary Separation Pay (VSP)

  25. VSP Eligibility • Officers more than 6 years and less than 20 years of service and who have served at least 5 years of continuous service immediately prior to 31 Jan 15 • VSP application window is 6 Feb to 1 May 14 • Mandatory separation date is NLT 29 Sep 14; • Exception: Officersreaching 6 plus years minimum requirement between 30 Sep 14 – 31 Jan 15 will be given DOS to match the 6 year and 1 day date • VSP is 1.25X full separation pay rate (see PSDM for full explanation on how pay is calculated) • Requests reviewed periodically throughout application window

VSP Exclusions • Notified prior to submission of VSP request of 365-Extended TDY • Already have approved DOS or pending separation or retirement application as of the release of this PSDM • If pending application is disapproved, member may become eligible • Serving in a non-overage Core AFSC as per posted matrices • Not meeting required more than 6 years and less than 20 years TAFMS and minimum 5 years continuous service by DOS • Under appellate review

  27. FY14 Officer Enhanced Selective Early Retirement Board (ESERB)

Eligibility Criteria to meet ESERB • Eligibility for Lt Cols who: • Competitive Category: BSC • Have been one time non-selected (in the zone) for promotion to Col as of 16 Jun 14 are eligible for the ESERB • Eligibility for certain Majors who: • Are In Competitive Categories: LAF, BSC, MSC and NC • Will have 20 years Total Active Federal Military Service by 30 Nov 14 • If selected by the ESERB, officers will retire on 1 Dec 14 or when first eligible to attain 20 years TAFMS

Retirement In Lieu of ESERB • ESERB-eligible officers may submit an application for voluntary retirement NLT 16 May 14 with a retirement date NLT 1 Jan 15 • Application period – 14 Jan 14 – 16 May 14 • May utilize FM waivers in PSDM 13-66 • If approved for retirement on or before 30 May 14, officer will not meet the ESERB • If enough members voluntarily leave, competitive categories may no longer meet the ESERB

  31. Retention Recommendation • Communicate with the board. Examples: • “Just completed AFIT degree in enzyme synthesis …irreplaceable for future AF needs!” • “Vested thousand of dollars in training and resources…obviously too valuable to lose” • “Deliberately sent to advanced degree then operational tour for return to critical faculty position…can’t replace for 5 years!” • Use the RRF to tell the board where the officer stands Highlight stratification, deployments, AAD, developmental education…anything that stands out

  35. Transition Assistance Program (TAP) – Legislatively Mandated • Mandated as of 21 Nov 12 for ALL separating members – refer to Airman & Family Readiness Center (A&FRC) • 1. Pre-separation counseling, DD Form 2648 • Members affected by FM should complete ASAP • 2. Transition Goals, Plans, Success (GPS) Workshop • 3. VA Benefits Briefings I & II • 4. Capstone, DD Form 2958 • Virtual curriculum available • Optional curriculum for specific career paths • Accessing Higher Education • Career Technical Training • Entrepreneurship

Transition Assistance Benefits • Retirees • Permissive TDY • Up to 20 days CONUS / 30 days OCONUS • Job search / house hunting • Involuntary Separatees (dependent upon SPD code) • 2-year commissary / exchange benefits • 180 days of extended medical care for self and family • Transitional use of Military Family Housing • Unemployment Compensation • NAF hiring preference for self and family members • Permissive TDY • Up to 20 days CONUS / 30 days OCONUS • Job search / house hunting
