What is CAA? • New joint assessment framework for local services from 2009 • Catalyst for further improvement in quality of life for citizens • Source of independent information & assurance about local services • Means of rationalising & targeting inspection, improvement support & intervention
Key components • For areas • prospects for area & quality of life • performance against national indicator set • For FRAs police authorities/forces, councils & NHS bodies • annual use of resources judgement • For FRAs and councils • annual direction of travel assessment
Scope of CAA • Focus on outcomes delivered by the council working alone or in partnership • Includes community safety and cohesion, sustainable communities, health & well-being, children’s services • Service-specific performance frameworks will fit with CAA and not duplicate
Key differences • Outcome focused, area-based • Forward-looking • Greater attention to local priorities • Joint assessment judgements • Joint planning and targeting of inspection • Far fewer rolling programmes of inspection

Our proposals • Our proposal is to use a sector specific UoR and an enhanced DoT assessments to inform the area risk assessment • We envisage self-assessment and peer review will inform our work • Our assessments will be used to identify sector specific support and inspection or cross sector thematic support and inspection.
