  3. 141 • Final rule processing continuing • New government, new expectations • Emphasis on economic and substantive case • Result – commenced review of proposed requirements and scope of potential application

  4. 141... • Result of feedback from all parties...CAA • Look to revalidate basis for requirements • Ensure remain valid • Offer effective and efficient safety outcomes • Results communicated once known

  5. Mountain Flying • 16 examiners to date • Little evidence of instructor progress • Instructor experience concerns • Examiner seminar workshop • FTSG review • AC publication

  6. Stage II Part 61 • 141 priority • NPRM final editing stages

  7. Syllabus reviews • Pilot syllabus assistance page: active, consultation, pending and archive • Law review complete • Meteorology closes end of this month • Balloon ATK & Aerostatics submissions closed end of June

  8. Threat & Error Management • Introduction to syllabi • Formalisation of common sense • Linking human factors, TEM and airmanship • Training and assessment of SA, DM & HF • Structured and designed training to meet competency standards • Demonstrate competence - FTSG

  9. Threats • External events or errors • Outside influence of pilot • Increase operational complexity • Require attention and management • External e.g. Bad weather • Internal e.g. Fatigue, complacency

  10. Errors • Pilot/crew actions or inactions that - • Lead to deviation from expectations or intentions • Reduce safety margins • Increase probability of adverse events • Classified as handling, procedural, or communication errors

  11. Undesired aircraft state • Threats and errors not detected or managed correctly • Deviation from flight path or aircraft configuration • Reduces safety margins

  12. Countermeasures • Planning: Flight planning, briefing, contingency planning • Execution:e.g. Monitoring, cross or rechecking • Workload and systems management • Review: evaluating/modifying plans, inquiry and assertiveness to identify and address issues
