  2. Flood • Kolhapur district has faced sever floods in the year 2005 & 2006 • Severity of flood was less 2007 & 2008. • Flash floods and heavy rainfall in short time was faced by the district in year 2007-08

  5. Progress of Flood Protection works • State government has provided Rs. 2.5 Crore in the year 2008-09 for the flood protection work in Shirol taluka. • District administration got on the date- 26 Nov. 2008 • This fund was transferred to PWD on date- 02 Feb. 2009 • PWD has completed the tender procedure. • The work will not be complete before monsoon, delay is due to model code of conduct.

  6. PWD has prepared another one work plan for the reconstruction of flood damaged works for the whole district. • This project is of 151 crore and the work is going on in all the 12 talukas. • Total work containing 137 reconstruction of roads-115.795km, buildings-57, measure build and CD work-153

  7. Rehabilitation • 24 villages from Kolhapur district are selected for the rehabilitation • Proposal of 6 villages from Shirol and Hatakanangle taluka has been submitted on priority basis to the Relief and Rehabilitation department of state government. • 6 villages are Rangoli, Rui, Khidrapur, Ganeshavadi, Bastavad, Aapati

  8. Status of Very High Frequency (Wireless) network • In the year district administration updated the VHF system, 9 talukas were connected to district and remaining 3 were inter connected • In the year 2006 Kolhapur was the only district whose VHF network was working in the state.

In the year 2008 state government provided funds for VHF updation to all the district axcept Kolhapur. • Therefore in the year 2008 the system was up only in 5 talukas. • This year VHF network should have to be updated for the proper communication during emergency • Kolhapur district need the amount of Rs. 4 lakh for the VHF updation

Lightening Arrestor’s • Under the DRM programme State government provide the funds for the installation of lightening Arrestor. • District received Rs.1 lakh for its installation. • We studied the ratio of deaths due to lightening in the district. • 10 deaths occurred in last 8 years out of which 6 were in Gadhinglaj Sub-division

  11. Hence two lightening arrestors were installed in A- Bhadagaon, Taluka- Gadhinglaj and B- Dundage, Taluka- Chandagad.

  13. Updation of SOP’s • SOP updation is done in Kolhapur district at District level and updation is going on at Taluka level. • Instruction was given to all line departments for the SOP updation in their respective area and we have received updated SOP’s from line departments.

  14. Disaster Risk Management programme • Kolhapur is one of the DRM district’s in Maharashtra. • From the beginning of programme district has done proper implementation of DRM in the district. • All targets under DRM have been achieved in the district except the workshop for Taluka disaster management committee members. • This is planned in the first week of June 09

  15. Village level mock drills 80 % completed remaining 20% drills are planned in the last week of May 09.

  16. Functioning of Control Rooms • Control room will start from the 1st June 09 at district and taluka level. • Control rooms of concerned line departments will also start from 1st June 09

  17. Control Room • Fully equipped Control room at Collectorate • Internet, computer, printer, scanner, copier, etc. • 6 telephone line’s including 1077(Toll free no.) • Wireless set’s (Collectorate-1, Sub-division-3, Tahsil- 12, Mobile- 4) • Television

  18. Control Room • 24 hours control room • Fully trained staff • Officer’s and employees from Revenue, Irrigation, PWD, Health, Agriculture, Animal Husbandry, etc. department in 3 shifts of 8 hours. • Proper coordination with State, other department and taluka level control room’s.

  19. Control Room • Proper and in time reporting system. • Different simple formats developed at district level for proper and timely reporting • Separate staff for daily reporting during monsoon.

  20. RDMC • Regional Disaster Management Center for Kolhapur district is at Municipal Corporation, Sangli in Sangli district.

  21. Overview of preparedness • Kolhapur district is ready with the preparation for the monsoon 2009. • District is having his own pattern of Flood management which contain 7 points.

Effective IEC Campaign • Awareness generation through electronic & print media. • Mock drills at district, taluka and village level on different disaster’s without intimating the concerned systems • Hoarding of Do’s & Don’t published at village level. • Informative talk show on DRM on All India Radio, Tomato FM. • Wall paintings on disaster flood, lightening, etc.

  23. DRM implementation • Disaster management committees were formed at district, block & GP level and now updated for year 2009 at each level. • Disaster management teams were formed and now updated for 2009 at above three level. • Search & rescue, first aid team’s updated at district & block.

  24. DRM implementation • At village level the youth power is in action in following 5 disaster management teams. • Early warning • Search & rescue • First Aid • Shelter management • Water & sanitation. • Training programme & mock drill were conducted for above groups.

  25. Preparation of SOP’s • Standard Operating Procedure of Revenue department is updated. • Also SOP of all concerned line departments are ready for 2009. • Sensitization is done through DDMA meeting for the implementation of SOP.

  26. Readiness of Equipment • Kolhapur District having the following rescue equipment’s for flood management. • 13 Inflatable motor boats.(10 Revenue, 3 ZP) • 5 fiber motor boats(ZP) • 150 life jackets. • 160 life buoys. • 5 Under water torch. • 2000 meter rescue rope.

Revenue wireless network • Wireless network plays a vital role in communication during disaster. • District administration update it from Natural calamity fund and it help a lot to communicate with affected blocks in 2006. • This year it needs updation and district needs fund from State Government for it.Today it is active only in district, 5 blocks.

  28. 24 hours control room • Set up of control room at district & taluka level was totally changed. • 24 hours duty of responsible officers in 3 shifts from concerned line department Revenue, Police, Irrigation, PWD, Health, Agriculture, Electricity • Fully equipped control room with computer, Internet, Cable TV, 5 telephone lines, Wireless set, etc.

  29. Effective Coordination • Co-ordination is the key of effective flood management, planning for it is as follows. • Regular meetings of DDMA, DDMC. • Meetings with NGO’s, CBO’s. • Daily communication with responsible officers. • Formation of 35 committees for the effective flood management like • Protocol, shelter, NGO coordination, dead body disposal, boat supply, water supply, transportation, etc.

Reporting • Reporting is the important factor in disaster management, reporting pattern of Kolhapur district was well appreciated by state planning department. • This will be follow in 2009. • For proper management reporting will be done to the districts from Karnataka Bijapur, Belgaum, Gulbarga. This will help to maintain the water levels.

  31. Issuues with State Govt • Immediate release of funds for VHF updation.( Rs. 4 lakhs ) • Fund transfer of Rs. 30 lakh from CM Relief fund for the construction of Disaster Management Center at Collectorate.
