  2. Key Authorities • National competent authority or authorities? • Operational authority (if different) i.e. 24 hour contact for reporting/liaison?

  3. National Oil Spill Contingency Plan • Is it drafted / finalised / approved? • What is the legislative base for the Plan? • Is the Plan implemented and tested through a training and exercise programme? • Who is responsible for maintaining the Plan? • Who is responsible for implementing the Plan? • Is there a national incident response organization and management system? • Does the Plan embrace tiered preparedness and response • Does the Plan encompass Net Environmental Benefit for strategy choice?

  4. Response Policy / Strategy • Are response strategies identified? • Monitoring and evaluate • Dispersants • Containment and recovery • In situ burning • Shoreline protection / cleanup • Are there guidelines / regulations covering the above in National Plan or other documentation?

  5. Communications • Is there a published communications plan e.g. within the National Plan? • Are spill reporting procedures identified and published? • Is the integration between government and the private sector (e.g. oil and shipping industries) during oil spill response defined? • Is public and media relations addressed in the National Plan?

  6. Claims and Compensation • Are there national regulations ratifying the relevant IMO Conventions? • Are claims procedures identified in the National Plan? • Is the interface with P&I Clubs and IOPC Fund addressed in plans as appropriate?

  7. Other Aspects • Has waste management strategy been defined? • Are there any oiled wildlife responses plans / procedures

  8. Oil Spill Risks • Is there recent information on maritime risks • Shipping (tankers and general shipping) • Offshore exploration / production • Has environmental sensitivity mapping been carried out • Is there any identification/prioritization of vulnerable areas in the National Plan

  9. Response Resources • What information is available on equipment? • Stockpile locations / ownership / availability • Types e.g. specialized (booms, skimmers, dispersant…) versus non-specialized (vacuum trucks, civil plant, hand tools…) • Supporting logistics / airports / ports • What information is held on personnel? • Training records
