REASONS FOR FRAGMENTATION ISS IZS UNIVERSITY Ministry of health MUR RESEARCH FUNDING IS SCATTERED BETWEEN DIFFERENT BODIES Few public-private partnerships
Scarce involvement and co-ordination of Italian representatives in the elaboration of Eurpean strategies on animal health; • Uncoordinated lobbing activities; • Insufficient interaction between research institutes and industry; • Insufficient interactions between industry and Regulatory Authorities;

ITPGAH is creating a discussion forum between different stakeholders, under the leadership of industryto focus research on national priorities And to avoid duplications for a more effective use of resources and limited funds

4 Improve Technology Transfer Can italian SME compete with international BIGS? R&D support actions MINOR SPECIES NEED AD HOC DRUGS GOVERNMENT SHOULD ENHANCE APPROPRIATE MEANS TO DEAL WITH IP AND PROVIDE FUNDS TO INCENTIVE PATENTING and GMP and GLP
5 Regulatory & Societal Issues • Government plays a major role in shaping the business environment for animal health companies • Italian companies recognize the need for Government actions • Need for simplification of existing legislation without compromising human and animal health • Fragmentation between national and central authorisations is the major point of criticism from local industries harmonisation
