  3. 1. Introduction Water Sector Plan • DLG&H supports the purpose of the Water Sector Plan • Important to achieve National targets for water & sanitation service delivery • Alignment of the Water Sector with the Provincial Growth & Development Strategy

  4. 2. Strategic Objective No 1 Basic & sustainable service delivery to all • Important that all spheres of Government integrate plans & resources to achieve targets • DLG&H & DWAF have undertaken a joint study into the sanitation backlog • DLG&H & DWAF work together to eradicate the sanitation backlog of 410 000 households

Strategic Objective No 2 Water Sector Reform • Water is a scarce resource, studies into global warming indicate that the Western Cape will be the worst affected Province • Water sources must be protected & managed; DWAF to do resource studies & keep municipalities informed • Water allocations must address development & environmental priorities • Water Demand Management is crucial • Consider use & reuse of waste water & encourage desalination • Capacity problems with bulk services, increase the Bulk Services Fund

Strategic Objective No 3 Water for sustainable growth & development • Work in partnership with municipalities & DLG&H to improve regulation of water abstraction & discharges • SMME development support • Focus on Operations & Maintenance of water resources & services infrastructure (implement Asset Management practices that comply with the MFMA)

Strategic Objective No 4 Integrated support to Local Government & skills development • Excellent cooperation between DWAF & DLG&H in the field of Capacity Building • R8,5m programme focusing upon: • Water & Sanitation Master Plans • Water Demand Management • Training of municipal water & sanitation staff • Asset Management Planning & training

Strategic Objective No 5 Establish Water Management Institutions & regulate water use • Good progress being made with the establishment of 2 of the 4 Water Management Institutions for the Western Cape • With water being a scarce resource, important that DWAF enforce the lawful use of water • Important that DWAF have capacity to assist municipalities that are not complying with water & waste water quality standards

  9. 3. Conclusion DWAF & DLH&H must build on the excellent working relationship that has developed between the two Departments in order to ensure the success of the Western Cape Water Sector Plan
