  2. The Concept of Learning Society & Life-Long Learning Life-long learning is both right and duty of all citizens. Citizens have the right to choose models of education which are suitable to their abilities, interests and conditions to enhance their knowledge and skills to meet the demands of the society.

  3. Successes in the building of learning society and life-long learning • Policies - Policies are supportive to LLL - Order17/SL in 1945 to introduce the Movement of Education Popularization - Order 19/SL in 1945 to introduce night classes for workers and farmers

Successes in the building of learning society and life-long learning • Policies The 10th Congress of the Communist Party on April 10th, 2006 stressed “to set up an education system of the people, for the people and by the people; to ensure the equality in education; to create favorable conditions for life-long learning for all citizens”.

  5. Successes in the building of learning society and life-long learning 2. Key organizations - HOU and OU of HCM city, set up in 1993 - Learning Promotion Association, set up in 1996 - National Committee for Life Long Learning, set up in June 22nd, 2010

  6. Successes in the building of learning society and life-long learning 3. The system - Continuous Training Centers - Community Learning Centers - ODL: HOU and OU of HCM city

  7. Successes in the building of learning society and life-long learning 3. The system - Movements by Learning Promotion Association to build “Learning Families”, “Learning Clans”, “Learning Communities”… - As of 2015, there were 8,427,421 “Learning Families”, 65,200 “Learning Clans”.

  8. Obstacles - Low status of non-formal education - Limited state budget

  9. Pending Problems - Imbalance in the education system - Low investments for ODL institutions - Poor co-ordination between localities, ministries and levels of government

  10. Recommendation - Increase the awareness of people for LLL - Ensure equality between different modes of education - Enhance the effectiveness of CLC - Invest more on ODL institutions - Disseminate the models of “Learning Families”, “Learning Clans”,…
