  1. In 1951, WILLIAM C. LIU CONSTRUCTION was formed. In 1969, It was recognized as a Category A Contractor by the Phil. Contractors Accreditation Board. In 1986, 35 years after the birth of William C. Liu Construction, PRIMARY STRUCTURESCORPORATION ( PSC ) was organized, formally paving way to greater professional construction service, with a capital stock of P 2M PSC has grown into a Category AAA contractor with a capital stock of 160 M after a span of 15 years. After a breakthrough in industrial building construction in the Mactan Export Processing Zone in 1988 and the feat of building one of Cebu’s major landmark in 1997, PSC has emerged as one of the leaders in the construction industry of the country.

  2. It was also in 1969 when Lauchangco Development Corporation first ventured into real estate development. In 1992 Commonwealth Estate, Inc. (CEI) was incorporated as a joint effort between PSC – a major force in construction and Matimco - a leader in the lumber and wood industry. In 1996 , PSC assumed full ownership as Matimco divested to focus on its core businesses. The new CEI pursued to develop high rise condominiums for urban dwellers while it maintained being a leader as a housing developer which has built over 3500 units. Starting 2009, CEI is now known as PRIMARY HOMES INC. , it was renamed for better brand recall.

  3. In 1994 Primary Properties Corp. ( PPC) was formed as an industry property developer in the Mactan Export Processing Zones 1 & 2. In 2005 it built i1 Building at Asiatown the first multi-storey IT Building in Cebu. This became the start of the commercial real estate business. In 2008 PPC ‘s i2 and i3 Buildings rose to become prominent structures in Asiatown I.T. Park, Lahug. PPC has since built and owned over 150,000 sqmeters of leased properties.

  4. 1999 CSI was formed to provide world-class ready-mixed concrete production, quality assurance and placement. 2001 CSI earned ISO 901-2000 Certification after only 1.5 years. 2003 Start of site aggregate mining operation in Hindang, Leyte • Start of commercial marine operations with the building of the 2700 DWT barge and 2 x 800 hp • tugboats known as Castor & Polloc. CSI is the only ISO Certified RMC Provider in Cebu.
