  1. PRESENTATION TO THE PORTFOLIO COMMITTEE ON HUMAN SETTLEMENTS PROGRESS REPORT INTO HOUSING CONTRACT INVESTIGATIONS 14 NOVEMBER 2012

  2. PURPOSE The purpose of this presentation is to furnish the Portfolio Committee on Human Settlements with a progress report into Housing Contract Investigations

  3. HOUSING CONTRACT INVESTIGATIONS • 59 housing contracts were identified for investigation at the beginning of the 2011/ 2012 financial year. • 42 investigations were finalized and 14 reports have been submitted to the Department.

  4. HOUSING CONTRACT INVESTIGATIONS • 17 housing contract investigations are still outstanding and will be finalized in the current financial year. • Copies of the final investigation reports were referred to respective HOD’s Provincial Human Settlements for consideration and implementation of recommendations.

  5. HOUSING CONTRACT INVESTIGATIONS • The breakdown of the 14 investigations whose reports were submitted to the Department is provided on the following slides.

  10. HIGH LEVEL FINDINGS AGAINST OFFICIALS/ EMPLOYEES • Fruitless and wasteful expenditure • Irregular expenditure & Unauthorised expenditure • Non-compliance to the provisions of the PFMA • Non-compliance to the provisions the Housing Code • Non-compliance to the provisions of the Housing Act

HIGH LEVEL FINDINGS AGAINST OFFICIALS/ EMPLOYEES • Irregular awarding of tenders • Inadequate project monitoring regime • Non-compliance with the project payment regime • Potential losses and civil recoveries to respective provincial departments • Criminal matters/ referrals • Disciplinary action
