Principles of work • LGI responsible for review of national strategies (co-funding; reports) • “One family” approach (non – hierarchical) • Gradual development of similar technical program areas (LED, fiscal decentralization, transparency, policy making, sectoral reforms) • No second guessing of country offices

  3. Style of work • Double fold LGI staff responsibility: geographical and technical • Matching funds programs – corner stone of cooperation • Project managed at the regional level: • Unsolicited (open door to ideas) • Solicited (regional support centers, NISPA, LOGIN, FDI, DELTA, in house courses) • Operational – following technical areas

Functions at regional office • Review of country programs, co-funding • Service provider – ad-hoc supplementary activities; technical advise (sometimes through external consultancy); publications; “ideological” clout; global partnerships (benefit?); professional development (projects & jamborees) • Project management (regional; local when offices prevented from management; in country where foundation does not get involved) • Resource center/think tank + fundraising?

  5. Does it work? • Matching funds – yes but difficulty capturing impact • Problems with dissemination/especially Russian language • Success in development of similar technical program areas • Success in ad-hoc support programs (LED, policy) • Some success in co-funding, co-management of regional programs (partially stimulated by bidding – need to prepare specific program) • Success in having a network (strong commitment and family affiliation)

  6. Summary • Funds available - matching • Development and marketing of technical areas (focus) and new project ideas, while encouraging local creativity • Local offices = clients and partners • Trying to offer opportunities for professional development • Involvement/ownership/personal contact
