  2. Introduction • Provide an understanding of the aspects of MPO boundary expansion

  3. What is an Urbanized Area? • Urbanized Area (UZA) defined by Census Bureau • Central core and adjacent densely settled territory that together contain 50,000 people, • Generally with an overall population density of at least 1,000 people per square mile • UZAs must be located within a MPO

  4. History of MPO • Medford became an UZA based on 1980 Census • Cities included Medford & Central Point • RVMPO formed in 1981 • Membership included: Medford, Central Point, Jackson County, RVTD & ODOT • Phoenix was added to the UZA in 1990 and became a member of the MPO

  5. 2000 Census & Changes to Medford UZA • 2000 Census added White City*, Ashland, Talent, & Jacksonville to the Medford UZA • UZA Year 2000 population is: 128,780 • The Medford UZA now includes: • White City, Central Point, Medford, Jacksonville, Phoenix, Talent & Ashland • Based on federal regulations, MPO must be expanded to include Ashland, Talent & Jacksonville • *White City is already in MPO

MPO Boundary Changes2000 Census • RVMPO fulfills federal transportation requirements for Medford UZA • Obligated to expand MPO boundary based on federally-revised UZA • MPO boundaries must include existing UZA + contiguous area to urbanize over next 20 years • By law, boundary needs to be expanded by April 25, 2005 • MPO & Governor approve the new boundary

MPO Boundary Expansion Discussions • Ashland, Talent, & Jacksonville have been attending MPO meetings since September 2002 discussing boundary expansion issues • Eagle Point* has been invited to consider joining the MPO • MPO Boundary Expansion Summit scheduled for Tuesday, January 21st • *Eagle Point in not in UZA, but within Air Quality Maintenance Area (AQMA) boundary

  8. MPO Boundary Expansion Proposed Work Tasks/Timeframe

Planning Requirements • Federal requirements for MPOs: • Regional Transportation Plan (RTP) • Transportation Improvement Program (every 3 years) • Regional air quality conformity for CO and PM10 • Coordinate transportation decisions • Develop annual work program (UPWP) • Maintain travel demand model

State Planning Requirements for Jurisdictions in MPOs • Reduce parking by 10% over planning period • Reduce reliance on the automobile • Accomplished through RVMPO Alternative Measures • Adopt integrated land use and transportation plans • Changes to land use • Transportation demand management (TDM) • Pricing strategies, and • Major improvements policy

MPO Transportation Funding • MPO Discretionary Funds: • Surface Transportation Program (STP) • Congestion Mitigation Air Quality (CMAQ) • Non-Discretionary Funds: • Small City Allotment (SCA) Cities in MPO under 5,000 population; Jacksonville, Phoenix & Eagle Point • ODOT State Transportation Improvement Program (STIP) modernization funds – RVACT STIP/MPO TIP development process

  12. New Members & STP Funds • Talent & Ashland’s STP will be included in this year’s MPO STP allocation • MPO will develop an “interim” 2002 -2005 Transportation Improvement Program (TIP) to incorporate Ashland and Talent’s STP funded projects

  13. Summary • 2000 Census Added White City, Ashland, Talent and Jacksonville to Medford Urbanized Area • MPO boundary must be expanded to include Ashland, Talent and Jacksonville • Expansion completed by May 2005 • MPO & Governor approve the new boundary

  14. Summary Continued…. • Proposed 26 month timeframe to complete boundary expansion and update RTP • MPO jurisdictions subject to federal & state planning requirements • MPO has discretion over STP and CMAQ funds • Amount of MPO STP funds likely to increase
